Die vorliegende Arbeit thematisiert die atompolitische Kehrtwende der Regierung Merkels und beleuchtet den Vollzug dieses sogenannten „U-Turns“ von der Laufzeitverlängerung im Herbst 2010 bis zum Ausstieg aus der Atomenergie im Jahre 2011. Im Zentrum des Interesses steht diesbezüglich die CDU, die sich zuvor deutlich für die Atomkraft ausgesprochen hatte. In dieser Untersuchung steht dabei weniger die inhaltliche Diskussion der Nutzung von Kernenergie im Fokus, sondern vielmehr die Intention, die Ursachen für die Wende in der Atompolitik der Regierung herauszuarbeiten. Hierzu wird zunächst eine Hypothese aufgestellt, die sich an ökonomischen Theorien der Demokratie orientiert und das Verhalten der Regierung anhand der bevorstehenden Landtagswahlen erklärt. Anschließend erfolgt die Suche nach weiteren Erklärungen, wobei Zeitungsartikel als Untersuchungsgegenstand dienen.

In March 2011, NATO launched a mission hitherto entirely unthinkable: to protect civilians against Libya's ferocious regime, solely from the air. NATO had never operated in North Africa, or without troops on the ground; it also had never had to move as quickly as it did that spring. It took seven months, 25,000 air sorties, 7,000 combat strike missions, 3,100 maritime hailings and nearly 400 boardings for Tripoli to fall.
