Jurnal WACANA No.03/1999 | Kejahatan Hutang Luar Negeri dan Reformasi Bank Dunia Negara punya hutang sebenarnya bukan hal baru. Bahkan “negara teokratis” Vatikan pun pernah berhutang kepada para saudagar kaya di bandar-bandar niaga besar Venesia, Genoa, dan Florence, untuk pembiayaan perang Salib. Inggris mungkin negara yang pertama kali secara resmi mengakui punya hutang. Hutang pemerintah Inggris dari bangsawan kaya dan pengusaha swasta dalam negeri. Pada 1945, Inggris tercatat sebagai negara penghutang terbesar di dunia, jumlah hutang mencapai GB£ 21,3 milyar untuk pembiayaan Perang Dunia Kedua. Lantas, bagaimana dengan masalah hutang dalam negeri saat ini? Hal yang paling jelas adalah terjadinya perubahan peta kedudukan para pelaku yang terlibat. Negara-negara penghutang besar masa lalu, kini justru menjadi pemberi pinjaman kepada negara-negara baru merdeka, umumnya bekas negara jajahan mereka. Jika negara-negara seperti inggris atau Belanda di masa lalu meminjam dana dari sumber-sumber dalam negeri mereka sendiri (karena memang ada akumulasi modal yang dihasilkan dari pengurasan kekayaan sumber daya alam dari negeri jajahan mereka), maka negara-negara baru bekas jajahan justru tidak memiliki sumber-sumber itu, dan mau tidak mau, akhirnya harus meminjam pada sumber luar negeri, biasanya justru negara penjajah mereka yang sudah terlanjur kaya-raya lebih dahulu. WACANA kali ini sengaja menyajikan tulisan-tulisan yang lebih membahas masalah hutang luar negeri dari aspek-aspek politik ekonomi, hukum internasional, dan landasan moral maupun etiknya. Mengetengahkan bahwa peran hutang luar negeri dalam pembangunan ekonomi nasional suatu negara, ternyata tidak selamanya atau bahkan nyaris seluruhnya tidak terbukti mensejahterakan negara dan rakyatnya.
