Kemiskinan nelayan umumnya didominasi oleh proses patronisasi punggawa-sawi, sedangkan proses kemiskinan yang dihadapi oleh petani adalah ekploitasi tengkulak dan pengijon. Adapun masyarakat suku terasing umumnya menghadapi proses kemiskinan yang diakibatkan oleh determinasi ekonomi dualistik terhadap basis ekonomi tradisional mereka. Beragamnya karakteristik, dimensi, tipe, sumber dan proses kemiskinan yang dialami oleh masyarakat miskin pedesaan, menjelaskan penyeragaman kebijakan pengentasan kemiskinan akan menyebabkan bias sasaran dan hanya menghamburkan dana publik.
