This report from the Charter School Achievement Consensus Panel, a group of nine researchers convened by the National Charter School Research Project, examines the existing research on student achievement in charter schools and details how future research could be improved. The panel reviewed and rated more than 40 evaluations of charter school performance released between 2000 and 2005. Studies evaluating charter schools nationally or across states were found to be "fair" to "poor." Two key findings are that: (1) no one research method or approach is problem-free; and (2) the results of studies focused on one kind of charter school cannot be generalized to all charter schools. The panel offers guidelines for local, regional, and national studies and recommends that the research community consider the pattern of results from multiple studies instead of relying on a single study for definitive results. This White Paper is the first in a series of reports from the consensus panel, all of which will be concerned with assessing and strengthening the evidence about charter school outcomes. This report attempts to present a balanced discussion of several key issues in the charter school movement. Its goal is to help school board members, especially those in urban districts, assess the record of charter schools so far, and understand the complexity of the issues involved. The first chapter presents a brief legislative history of the movement and explains why the movement has attracted bipartisan political support. Chapter 2, "The National Landscape," describes variations in state law that are crucial to understanding the charter school movement. "Research Results," Chapter 3, finds that answers to the critical question of whether charter schools work are not readily forthcoming, both because the movement is young and because of uncertainty about ways to measure achievement. Chapter 4 offers "A Case Study of San Diego Charters" to show charter schools in the eighth largest urban school district in the United States. This book contains evidence about charter schools that can provide important data on evaluating this new public-private hybrid and its success at serving the core purpose of public education. The book focuses on charter schools in Michigan, which is regarded as having one of the most permissive charter laws in the country. The first three chapters provide a theoretical framework for, and the descriptive context of, the charter-school reform in Michigan. Chapter 4 analyzes charter-school finance in Michigan. The remainder of the book seeks to evaluate the "public-ness" of Michigan charter schools according to the definitions introduced in the first chapter. The last chapter summarizes evidence and provides an answer to the question, "What's public about charter schools?" These schools appear to be doing a reasonably good job of creating communities of teachers with commonly held educational viewpoints, but may be doing so at the expense of equitable access to the schools and student-achievement gains.
