In The AI Military Race, Denise Garcia examines the complexities entailed in creating a global framework to govern the military use of Artificial Intelligence (AI) by proposing inclusive and humane ways to forge cooperation. Three novel humanist conceptions are introduced: common good governance, transnational networked cooperation, and humanity's security. This academic volume is the first to survey the threats to peace in the shifting world order by investigating the current patterns and trends in the global use of, and investment in, militarizing AI and the development of autonomous systems. Garcia weaves in an insider participant-observer focus on the decade-long high-level diplomatic attempts to set limits in autonomy in weapons systems - known as 'killer robots' - and offers a path for the creation of an international treaty on autonomous weapons, and ways to create common good governance for the militarization of AI. This important study draws on earlier successful cooperation and international law-making in several areas including conventional arms, nuclear and chemical weapons bans, the protection of outer space and the ozone, the Arctic, Antarctica, and the oceans. It offers an appraisal of the way that previous successes in global cooperation can inform the formation of common good governance on AI that is respectful of future generations and protective of human dignity and the common good of humanity.

GOD OF KILLING CHAPTER 18 Late at night, the moon was as bright as a silver plate, on the top of Wan Jian Peak. Gu Xiao, Yu Qin, Dong Fang Jue, Qing Ming, Tian Hou, and Dia Huang, the six of them, had solemn expressions, their eyes closed, sitting upright on the top of Wan Jian Peak, as if waiting for someone to come. Not long after, a dazzling light came from the west, the Sun God Tang Yuan Nan rode the Fire Qilin, came alone, stopped in the middle of the six Divine Realm martial artists, coldly looked at the six people, and calmly said: You called me here, I wonder what's the matter? At the moment Tang Yuan Nan spoke, the solar power on his body condensed, a hot aura slowly radiated from his body, covering the entire scene. The six of Gu Xiao suddenly opened their eyes, looking towards Tang Yuan Nan together.

Available open access digitally under CC-BY-NC-ND licence. The realities of autonomous weapons are a complex blend of both existing military technologies and visions of their future capabilities. The expected ramifications are profound and always point to the interplay between fact and fiction, actual developments and creative imagination. This book explores how these realities shape and become themselves shaped by popular culture, regulatory and ethics debates, military doctrines, policies and research. It examines phenomena ranging from film and artistic interpretations to warfare scenarios and weaponized artificial intelligence. Intended for researchers (including the disciplines of political and social sciences, media, culture and technology), policy makers, educators and journalists, this is a key resource that uncovers how autonomous weapons are constructed as both a technological reality and a futuristic possibility.

The threat of an attack involving an unmanned system armed with a weapon of mass destruction is a present one. With two million drones projected to be flying US skies in 2020, unmanned aircraft systems in the air domain pose a significant challenge to the nation’s security. Other technological advancements, such as artificial intelligence, combined with unmanned systems, have transformed the threat’s very nature, yet the skies are not the only domain of concern. The technology is also developing rapidly in unmanned undersea and surface systems, expanding potential weapons of mass destruction delivery options. This publication is an examination of unmanned aerial systems (UAS), unmanned surface systems (USS), and unmanned undersea systems (UUS). The technological innovation that led to the global commercialization of UAS is underway with USS and UUS. Until recently, no known scholarly studies existed that examined the vulnerabilities of one sector of US critical infrastructure to attack by UAS until A Phenomenological Examination of US Nuclear Power Plants to Attack by Unmanned Aerial Systems was published late in 2020. According to the Nuclear Regulatory Commission (NRC), there had been fifty-seven UAS incursions over twenty-four US nuclear power plants in the past five years, representing one of sixteen sectors of US critical infrastructure (Gardiner 2016; Rogoway and Trevithick 2020; Hambling 2020). Federal departments and organizations have largely ignored the threat potential that UAS pose despite the strategic guidance laid out in the 2017 National Security Strategy of the US. The nation’s national security demands a close examination of the vulnerabilities and is immediately working to close those security gaps. This publication will focus on the emergency of new UAS capabilities and highlight the latest technologies, capabilities, and the significant national security threat implications that UAS, USS, and UUS platforms represent to US critical infrastructure.

As Artificial Intelligence (AI) technologies rapidly progress, questions about the ethics of AI, in both the near-future and the long-term, become more pressing than ever. This volume features seventeen original essays by prominent AI scientists and philosophers and represents the state-of-the-art thinking in this fast-growing field. Organized into four sections, this volume explores the issues surrounding how to build ethics into machines; ethical issues in specific technologies, including self-driving cars, autonomous weapon systems, surveillance algorithms, and sex robots; the long term risks of superintelligence; and whether AI systems can be conscious or have rights. Though the use and practical applications of AI are growing exponentially, discussion of its ethical implications is still in its infancy. This volume provides an invaluable resource for thinking through the ethical issues surrounding AI today and for shaping the study and development of AI in the coming years.

This new volume of the "Biographical Dictionary of Chinese Women" spans more than 2,000 years from antiquity to the early seventh century. It recovers the stories of more than 200 women, nearly all of them unknown in the West. The contributors have sifted carefully through the available sources, from the oracle bones to the earliest legends, from Liu Xiang's didactic Biographies to official and unofficial histories, for glimpses and insights into the lives of women. Empresses and consorts, nuns and shamans, women of notoriety or exemplary virtue, women of daring and women of artistic or scholarly accomplishment - all are to be found here. The editors have assembled the stories of women high born and low, representing the full range of female endeavor. The biographies are organized alphabetically within three historical groupings, to give some context to lives lived in changing circumstances over two millennia. A glossary, a chronology, and a finding list that identifies women of each period by background or field of endeavor are also provided.
