Inhaltsangabe:Einleitung: The WTO is beginning to look like a tragic example of advance into decline . Its birth looked like a massive breakthrough, since it turned the GATT into the international organisation it was originally supposed to become, as the International Trade Organisation. Yet, in practice, the more institutionalised and comprehensive the trading system has become, the less effective it has also risked becoming, notably at the old business of trade liberalisation. . Diese Einschätzung des Zustandes des Welthandelsregimes des britischen Wirtschaftsjournalisten Martin Wolf fasst im Jahre 2009 die enttäuschten Hoffnungen und die Ernüchterung vieler Fachleute und Beobachter über die Entwicklung dieses Internationalen Regimes (IR) am Beginn des 21. Jahrhunderts zusammen. Nachdem mit der Gründung der Welthandelsorganisation World Trade Organisation (WTO) allenthalben große Erwartungen verbunden worden sind, dieses neue Regime könne durch offene Märkte, dem Prinzip der Nichtdiskriminierung und einer glaubwürdig einklagbaren Rechtsgrundlage für den Handel seiner Mitglieder, deren nationale Wohlfahrt weiter stärken und damit zur Steigerung des wirtschaftlichen Wohlstandes und der Sicherung einer stabilen und friedlichen internationalen Ordnung weltweit beitragen, ist diese hehre Zielsetzung der WTO am Ende der ersten Dekade des neuen Jahrtausends scheinbar in weite Ferne gerückt: Der Ruf nach Reform und Anpassung des Welthandelsregimes und der Welthandelsordnung an neue Gegebenheiten wird lauter. Zunächst sei daran erinnert, dass die 1995 neugeschaffene Institution der WTO Erbin des ihr fürderhin eingegliederten General Agreement on Tariffs and Trade (GATT) ist, welches seit dem Jahre 1948 als provisorische Vertragsgrundlage nicht als Internationale Organisation für den Welthandel gedient hat. Wiewohl diesem der institutionelle Rahmen fehlt, gelingt es den Vertragsparteien den in der Präambel des GATT definierten Zielsetzungen näher zu kommen, zu denen die Hebung des Lebensstandards, Vollbeschäftigung, ein stetig wachsendes Realeinkommen und Anwachsen der effektiven Nachfrage, sowie die Nutzung der weltweiten Rohstoffe und die Ausweitung der Güterproduktion und deren Austauschs zwischen den Vertragsparteien zählen. The ascendancy of neo-liberalism in different parts of the world has put social democracy on the defensive. Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.
