Die Migration aufgrund klimatischer Ursachen stellt in der Tat eine aktuelle und zukünftige globale Herausforderung dar. Doch ist ihre politische Dimension dabei nicht neu. Der Generaldirektor der Internationalen Organisation für Migration, William Lacy Swing, spricht von über 19 Millionen Binnenflüchtlingen im Jahr 2015, deren Migration auf Naturkatastrophen zurückzuführen ist. Politische und mediale Diskurse beschäftigen sich weltweit trotz dessen bis heute mit der Frage, ob es Klimamigration als alleinstellige Form der Migration gibt. Dabei bedarf es einer Diskussion um die rechtlichen und politischen Faktoren der Klimamigration. Diese wurde vor allem durch den Beschluss des UN-Menschenrechts-Ausschusses am 21. Januar 2020 begonnen. Das Gremium ließ offiziell verkünden, dass der Klimawandel einen Anspruch auf Asyl begründen könne. Dieser Ausspruch eröffnete einen neuen Diskurs um die Klimamigration. Denn erstmals in der Geschichte bestätigte eine offiziell anerkannte Institution die Existenz der Klimamigration und ließ den Staaten weltweit mitteilen, dass vom Klimawandel betroffene Menschen auch unter das Asylrecht fallen werden. Es braucht daher eine gesamtgesellschaftliche Diskussion über diese Art der Migration und eine internationale Regelung zum rechtlichen und politischen Umgang. Diesbezüglich spielen die Konzepte von Grenze und kultureller Hegemonie eine große Rolle. Aus diesen Überlegungen ergibt sich folgende, übergeordnete Forschungsfrage: Wie wird der UN-Beschluss und die Frage der Klimamigration in internationalen Online- sowie Printmedien dargestellt? Besondere Aufmerksamkeit erhält dabei die Frage, inwiefern Konzepte von Grenze und kultureller Hegemonie mit der Darstellung des Diskurses der Klimamigration zusammenhängen.

This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe.
