This report describes a knowledge-based tracking capability that will support a space-time adaptive processing (STAP) environment. The effort described in this report resulted in development of a multiple target tracker and the design and testing of several knowledge-based rules. Three types of tracking filters are described: 1) An uncoupled two-state alpha-beta filter with position and velocity component states, 2) An uncoupled three-state Kalman filter with position, velocity, and acceleration component states, and 3) An extended four-state Kalman filter with both x and y position and velocity component states. The first two filters use a one-dimensional measurement vector containing the report position component. The extended Kalman filters uses a three-dimensional measurement vector containing x and y report position and "pseudo' Doppler, the latter defined as range times range rate.

This User's Manual is intended to be used as a guide for the execution of the Knowledge-Based Space-Time Adaptive Processing (KBSTAP) software. The knowledge-based tracker provides the system's knowledge-based controller with: (1) a very accurate prediction of each target's location and kinematics for an ensuing radar dwell, and (2) knowledge of the target's line-of-sight visibility, the competing clutter conditions, and interference at the predicted location so that the optimal radar parameters and space-time adaptive processing algorithm can be applied. The proactive knowledge-based tracker uses information from other sources such as digital terrain maps, radar clutter and interference maps, and target priority assessments to determine the nature of the threat, evaluate the local environment, anticipate the target's actions, and enhance the prediction of the target's location for the next radar observation. This report describes twenty-five potential rules for a knowledge-based tracking system.
