Nineteen chapters detail the role of knowledge in technical innovation at the individual, organizational, national, and international levels of the large commercial aircraft (LCA) aerospace community, how U.S. public policy shapes the external environment of that community, and the influence of the community's actors on technological practice. Scholars from disciplines such as business and strategic management, communications, economics, international political economy, library and information science, organizational science and learning theory, political science, public policy, and sociology treat topics such as: the growth of LCA manufacturing, U.S. research and development funding, engineers' information production and use behaviors, the relationship between technical uncertainty and information use, the use of computer networks, and a number of chapters on the structural behavior of engineers' communication and information use. A study was undertaken that investigated the relationship between the use of U.S. government technical reports by U.S. aerospace engineers and scientists and selected institutional and sociometric variables. Survey research is the methodology used for the study. Data were collected by means of a self- administered mail questionnaire. The approximately 34 000 members of the American Institute of Aeronautics and Astronautics (AIAA) served as the study population. The response rate for the survey was 70 percent. A dependent relationship was found to exist between the use of U.S. government technical reports and three of the institutional variables (academic preparation, years of professional aerospace work experience, and technical discipline). The use of U.S. government technical reports was found to be independent of all of the sociometric variables. The institutional variables best explain the use of U.S. government technical reports by U.S. aerospace engineers and scientists.

Although the U.S. aerospace industry continues to be the leading positive contributor to the balance of trade among all merchandise industries, it is experiencing significant changes whose implications may not be well understood. Increasing U.S. collaboration with foreign producers will result in a more international manufacturing environment, which will allow for a more rapid diffusion of technology, increasing pressure on U.S. aerospace companies to push forward with new technological developments, and to make steps designed to maximize the inclusion of recent technological developments into the research and development (R and D) process. To remain a world leader in aerospace, the U.S. must take the steps necessary to improve and maintain the professional competency of aerospace engineers and scientists, and enhance innovation and productivity. How well these objectives are met, and at what cost, depends on a variety of factors, but largely on the ability of aerospace engineers and scientists to acquire and process the results of NASA/DoD funded R and D. The ability of U.S. aerospace engineers and scientists to identify, acquire, and use scientific and technical information (STI) is of paramount importance to the efficiency of the R and D process. Testimony to the central role of STI in the R and D process is found in numerous studies (Fischer, 1980). These studies show, among other things, that U.S. aerospace engineers and scientists devote more time, on the average, to the communication of technical information than to any other scientific or technical activity (Pinelli, et al., 1989).

Worldwide, the aerospace industry is experiencing significant changes whose implications may not be well understood. Increasing cooperation and collaboration among nations will result in a more international manufacturing environment, altering the current structures of domestic and foreign aerospace industries. International alliances will result in a more rapid diffusion of technology, increasing pressure on aerospace organizations to push forward with new technological developments and to take steps designed to maximize their inclusion into the research and development (R and D) process. To remain world leaders in industry, aerospace producers must take the steps necessary to improve and maintain the professional competency of aerospace engineers and scientists and to enhance innovation and productivity as well as maximize the inclusion of recent technological developments into the R and D process.

An exploratory study was conducted that investigated the influence of technical uncertainty and project complexity on information use by U.S. industry-affiliated aerospace engineers and scientists. The study utilized survey research in the form of a self-administered mail questionnaire. U.S. aerospace engineers and scientists on the Society of Automotive Engineers (SAE) mailing list served as the study population. The adjusted response rate was 67 percent. The survey instrument is appendix C to this report. Statistically significant relationships were found to exist between technical uncertainty, project complexity, and information use. Statistically significant relationships were found to exist between technical uncertainty, project complexity, and the use of federally funded aerospace R&D. The results of this investigation are relevant to researchers investigating information-seeking behavior of aerospace engineers. They are also relevant to R&D managers and policy planners concerned with transferring the results of federally funded aerospace R&D to the U.S. aerospace industry.
