Barbara Berkel untersucht, inwieweit Konflikte die Entwicklung einer europäischen Öffentlichkeit stimulieren können. Die Autorin baut auf einem liberalen Verständnis massenmedial hergestellter Öffentlichkeit auf und unterstellt, dass sich ein Prozess der Europäisierung nationaler Öffentlichkeiten im Rahmen von Politikfeldern vollzieht. Aus einer konflikttheoretischen und kommunikationswissenschaftlichen Analyse des Phänomens Öffentlichkeit leitet sie unter Berücksichtigung politikfeld- und länderspezifischer Rahmenbedingungen Hypothesen zur Europäisierung ab. Anschließend überprüft sie die Hypothesen anhand inhaltsanalytisch gewonnener Daten in einem quasi-experimentellen Design. Eine Heuristik der öffentlichen transnationalen Konfliktkommunikation verdichtet schließlich die Befunde.

Studienarbeit aus dem Jahr 2008 im Fachbereich Soziologie - Politik, Majoritäten, Minoritäten, Note: 1,3, Freie Universität Berlin (Master Soziologie, Institut für Soziologie), Veranstaltung: Seminar Europäische Integration und politische Gemeinschaft, Sprache: Deutsch, Abstract: Die Europäische Union (EU) hat sich seit der Unterzeichung der Römischen Verträge im Jahre 1957 enorm entwickelt. Zwölf Jahre nach Kriegsende beschlossen damals sechs europäische Staaten, darunter die Erbfeinde Deutschland und Frankreich, eine intensive wirtschaftliche und in der Folge auch politische Kooperation. Fünfzig Jahre später besteht die Europäischen Union aus nunmehr 27 Mitgliedsstaaten aus West-, Nord-, Ost- und Südeuropa. Ein kompliziertes politisches System mit verschiedenen Ebenen, supranationalen sowie nationalen Akteuren, formuliert in immer mehr Politikbereichen für die Mitgliedsstaaten verbindliche Normen und Regeln. Die EU und der im Allgemeinen als Integration beschriebener Prozess der Vergemeinschaftung wird von der politischen Klasse, gerade mit dem Verweis auf die Herausforderungen der Globalisierung, in der Mehrheit begrüßt. Doch jenseits der Gipfelkonferenzen, Grenzöffnungszeremonien und EU-Parlamentssitzungen stößt das Projekt eines wirtschaftlich und politisch geeinten Europas durchaus auf Skepsis. Zwar wurde das Projekt der europäischen Einigung lange von den Bürgern Europas mit „freundlicher Indifferenz“ begleitet, doch scheint dieser „permissive Konsensus“, diese „stillschweigende Zustimmung“ (Schäfer 2006:350) nicht mehr uneingeschränkt zu gelten. So wird zum Beispiel die EU-Erweiterung zunehmend skeptisch gesehen, außerdem wird der EU zu viel Bürokratie und Bürgerferne vorgeworfen. Weiterhin gilt der gilt der EU-Willensbildungsprozess vielen als wenig transparent und undemokratisch (Trenz 2002: 11 & Schäfer 2006: 350). Vielfach wird der Europäischen Union ein Demokratiedefizit attestiert und nicht nur Sozialwissenschaftler fordern eine Aufwertung demokratischer Verfahren und mehr Bürgerbeteiligung in der Europäischen Union (Schäfer 2006:351). Als Defizitär wird von einigen auch der Zustand von Öffentlichkeit in Europa beschrieben. Wissenschaftler und Politiker haben darauf hingewiesen, dass in der Europäischen Union der „(...) von Massenmedien getragene politische Diskurs, der Politik erst zu einer Sache der Allgemeinheit und damit Demokratie erst zur Demokratie macht“ (Kielmannsegg nach Neidhardt et al 2000:263) fehle bzw. dass das größte demokratische Defizit in Europa nicht bei den Institutionen liege, „sondern am Fehlen einer europäischen Öffentlichkeit“ (Guterres nach Neidhardt et al 2000:263).

Stefanie Walter examines the visibility of European Union citizens in the mass mediated European public sphere and argues that it can help facilitate an exchange between decision-makers and ordinary citizens. The results show that in comparison to other actor groups, such as political parties or civil society organisations, the visibility of European Union citizens is not marginal. Yet, the image of the European Union citizenry that becomes visible via the news media remains nationally entrenched and references to a truly European citizenry are rare. The study also uses multilevel regressions to explain the visibility of European Union citizens in the news coverage. The empirical analyses are based on a large-scale content analysis of TV news and newspaper articles of the 2009 European Parliament election.p>

Many contemporary social movements observe, copy, learn from, coordinate and cooperate with other movements abroad, and some mobilise to influence processes of global governance. Can these transnational dimensions of mobilization transform the territorial scale of political debate on issues of common concern in public spheres? In contrast to many existing studies, which focus on the media as carriers of public sphere transnationalisation, this book presents a theoretical and empirical exploration of the role of social movements in such processes. As ‘arenas’ or subaltern counterpublics in themselves, social movements may provide a setting in which activists come to frame claims in a comparative manner, interact with activists from other countries, frame problems as matters of transnational concerns or consider themselves members of transnational communities. As ‘actors’ social movements may contribute to the transnational transformation of public spheres by directing claims to political authorities beyond the state, claiming to represent transnational constituencies, and focus on similar issues and use similar frames of reference as movements abroad. The book’s case studies addressing efforts to build transnational social movements and transnational dimensions of anti-austerity and prodemocracy movements in Spain, Portugal, Greece, Turkey and Ireland provide contemporary empirical illustrations of such processes at work. The chapters were originally published in a special issue of the Journal of Civil Society.

This book provides a detailed analysis of the transnational web sphere that emerged at the height of the Eurozone crisis between 2011 and 2013. During these turbulent years, a diverse spectrum of professional communicators from the media and political sectors as well as from opinionated individuals on blogs and social media discussed, and thus framed, the crisis in the digital public sphere. The analysis focuses on the various fields of contestation of the crisis that became detectable in the transnational online discourse and shows how conflict and fragmentation shaped political communication in this context. Nguyen concludes that there was not a single crisis but a chain of intersecting and profound political and cultural conflicts triggered by the economic upheavals, which led to the emergence of an extremely dynamic and unstable transnational digital public sphere, where different political and cultural viewpoints collided.

For some years now, European citizens and politicians have increasingly sceptical views towards the European Union. The book examines the degree of Euroscepticism in the different member states and detects possible sources for Euroscepticism. On this basis the perspectives for the further development of the European Union can be discussed. The analyses address four main issues.
