Dabei sollen vor allem grundlegende Spannungsfelder in den Blick genommen werden, in denen sich Soziale Arbeit im Zusammenhang mit ihrer wohlfahrtsstaatlichen Anbindung befindet. Nimmt man die normativen Selbstzuschreibungen der Sozialen Arbeit in den Blick, die auch mit der Bemühung um ein professionelles Selbstverständnis einhergehen, zeichnet sich eine Diskrepanz zwischen dem professionellen Selbstkonzept und ihrer Rolle im oft eher eingeschränkten Umgang mit Geflüchteten ab. Die Arbeit geht der Frage nach, inwieweit die Soziale Arbeit ein politisches Mandat, ein politisches Selbstverständnis hat. Die Handlungstheorie nach Silvia Staub-Bernasconi und die systemischen Überlegungen nach Albert Scherr in dem Zusammenhang mit Geflüchteten werden im Zuge dieser Arbeit herangezogen und unter ausgewählten Aspekten vergleichend erörtert, um der Frage nach dem politischen Selbstverständnis der Sozialen Arbeit nachzugehen. Zunächst soll jedoch noch einmal umfassender verdeutlicht werden, wie die Soziale Arbeit im Verhältnis zu Politik zu verorten ist, und was in dieser Ausarbeitung unter einem politischen Mandat zu verstehen ist. Daran anschließend werden die Theorien von Bernasconi und Scherr unter den Aspekten der Menschenrechte, die Funktionen der Sozialen Arbeit und dem eigenen Selbstverständnis erörtert. Im Fazit sollen die beiden Positionen der theoretischen Überlegungen zum politischen Selbstverständnis zusammengefasst werden.
