Studienarbeit aus dem Jahr 2009 im Fachbereich Soziologie - Soziales System und Sozialstruktur, Note: 1,3, Ruhr-Universität Bochum (Fakultät für Sozialwissenschaft), Veranstaltung: Soziale Ungleichheit und Sozialstruktur (Theorien sozialer Ungleichheit), Sprache: Deutsch, Abstract: Die Vehemenz, mit der die Abwicklung der DDR vor allem durch die ostdeutsche Bevölkerung vorangetrieben wurde, ließ auf eine tiefe Unzufriedenheit der Menschen mit den Lebensverhältnissen im real existierenden Sozialismus hindeuten. Es stellt sich daher die Frage, weshalb ein Staat, der vorgab, eine im Vergleich zum marktwirtschaft-kapitalistischen Westen gerechtere und menschlichere Gesellschaftsordnung aufzuweisen, am Ende seiner Geschichte nahezu keinen politischen und gesellschaftlichen Rückhalt in der Bevölkerung besaß. Vor diesem Hintergrund soll sich im Rahmen dieser Arbeit mit der Konsumpolitik der DDR auseinandergesetzt werden. Besonderer Fokus liegt dabei auf der Frage, inwieweit soziale Ungleichheiten5 im Konsumgefüge der DDR bestanden, wodurch diese hervorgerufen wurden und welche Konsequenzen – sowohl in sozialer, als auch in ökonomischer Hinsicht - sich daraus ergaben. Auf Grund der planwirtschaftlichen Wirtschaftsordnung stand die Ebene des Konsums - wie auch alle anderen Bereiche der DDR-Volkswirtschaft - unter unmittelbarem staatlichem Einfluss. Daher wird einführend zunächst auf ideologische Implikationen im Hinblick auf den Konsum in der DDR eingegangen. Zum adäquaten Verständnis der in der DDR betriebenen Konsumpolitik ist eine Einbettung in den historischen Kontext unter politischen und ökonomischen Gesichtspunkten vonnöten, die daran anknüpfend vorgenommen wird. Auf diesen Ausführungen aufbauend sollen im inhaltlich zweiten Bereich konkrete Dimensionen sozialer Ungleichheit in der Konsumlandschaft der DDR thematisiert werden. Hierzu bieten sich die Unternehmen Intershop, Delikat und Genex an, deren Bestehen vordergründig zwar für eine allgemeine Verbesserung des Versorgungsniveaus sorgte, allerdings neben umfangreichen gesellschaftlichen Verwerfungen auch ideologische und wirtschaftliche Probleme aufwarfen. Im inhaltlich dritten Bereich soll dabei anhand der so genannten Kaffeekrise der Jahre 1977 gezeigt werden, wie komplex sich das Verhältnis zwischen ökonomischen Rahmenbedingungen und Erfordernissen, politischen Maßnahmen und Druck aus der Bevölkerung konkret gestaltete und dies symptomatisch für die in der DDR betriebene Konsumpolitik war.

This book provides a comprehensive analysis of social policy in the German Democratic Republic (GDR, 1949-1990), followed by an analysis of the “Social Union”, the transformation of social policy in the process of German unification in 1990. Schmidt’s analysis of the GDR also depicts commonalities and differences between the welfare state in East and West Germany as well as in other East European and Western countries. He concludes that the GDR was unable to cope with the trade-off between ambitious social policy goals and a deteriorating economic performance. He argues that social policy played a pivotal role in German unification, and that there was no alternative to extending the West German welfare state to the East.
