Das deutsche System der industriellen Beziehungen ist seit sp testens Anfang der 1990er Jahre Gegenstand einer breiten ffentlichen und wissenschaftlichen Debatte. Besonders die branchenbezogene Verhandlungsebene der Tarifautonomie - mit dem Fl chentarifvertrag als ihrer zentralen Institution - steht dabei im Mittelpunkt der Kritik. Vielfach wurde die Frage gestellt, ob die althergebrachten Muster der Bew ltigung des industriellen Konflikts vor dem Hintergrund des Wandels zur Dienstleistungsgesellschaft, der deutschen Wiedervereinigung und der Internationalisierung der Wirtschaft auch in Zukunft Bestand haben k nnen. So mehren sich die Stimmen derer, die fordern, die Tarifpolitik ganz auf die betriebliche Ebene zu verlagern oder zumindest gr ere betriebliche Spielr ume in den Tarifvertr gen vorzusehen. Derartige Ans tze stellen jedoch die funktionale Arbeitsteilung zwischen betrieblicher Mitbestimmung zum einen und branchenbezogener Tarifpolitik zum anderen und damit die Grundstruktur des deutschen Systems der industriellen Beziehungen zur Disposition. Ziel der vorliegenden Studie ist es, einen breiten berblick ber die Ver nderungen der industriellen Beziehungen in Deutschland seit 1990 zu liefern und zu pr fen, inwieweit die bisherigen Muster der Bew ltigung des industriellen Konflikts noch relevant sind. Dazu werden zun chst die Strukturmerkmale des deutschen Systems der industriellen Beziehungen herausgearbeitet sowie eine Reihe ver nderter Kontextbedingungen er rtert, die die tradierten Formen der Konfliktbew ltigung zwischen Arbeitgeber- und Arbeitnehmerseite vor neue Herausforderungen stellen. Um ein m glichst umfassendes Bild der Entwicklung zu zeichnen, werden zum einen quantitative Daten wie die Tarifbindung und die Organisationsentwicklung der beteiligten Interessenverb nde in Betracht gezogen. Inhaltsangabe:Einleitung: Marktwirtschaftliche Gesellschaften sind von einem grundlegenden Interessenkonflikt zwischen Arbeitnehmer- und Arbeitgeberinteressen geprägt, der unter dem Begriff des industriellen Konflikts diskutiert wird. Während die Arbeitnehmerseite an einem hohen Arbeitseinkommen und einer geringen Arbeitsmühe interessiert ist, streben die Arbeitgeber geringe Lohnkosten und eine hohe Arbeitsleistung der Arbeitnehmer an. Zwar ist der industrielle Konflikt inhärenter Bestandteil der Marktwirtschaft, doch haben sich in unterschiedlichen Staaten verschiedene Formen des Umgangs mit diesem Konflikt entwickelt, die sich in unterschiedlichen Beziehungsmustern zwischen Arbeitnehmern und Arbeitgebern niederschlagen und in unterschiedlichen Systemen industrieller Beziehungen ausdrücken. So hat sich auch in Deutschland nach dem Ende des Zweiten Weltkriegs ein spezifisches System industrieller Beziehungen herausgebildet. Das deutsche System der industriellen Beziehungen und dessen Veränderungen innerhalb der letzten 15 Jahre sind Gegenstand der vorliegenden Arbeit. Ziel ist es, einen Überblick über den Stand der Entwicklung der industriellen Beziehungen zu liefern, die spätestens seit Beginn der 1990er Jahre im Zentrum einer breiten öffentlichen und wissenschaftlichen Debatte stehen. Im Rahmen der Arbeit sollen Antworten auf zwei leitende Fragestellungen gefunden werden: Wie hat sich das System der industriellen Beziehungen in Deutschland seit Beginn der 1990er Jahre verändert? Können die beobachteten Veränderungen als Modellwechsel interpretiert werden oder überwiegt das Moment der Kontinuität? Gang der Untersuchung: Um diese Fragen beantworten zu können, werden in Kapitel 2 zunächst die typischen Strukturmerkmale des deutschen Systems industrieller Beziehungen herausgearbeitet. Insbesondere ist hier die Dualität der Interessenvermittlung zwischen Arbeitgeber- und Arbeitnehmerseite zu beleuchten, die eine funktional differenzierte Aufgabenteilung zwischen zwei Arenen der Konfliktbewältigung ermöglicht. Diese sind zum einen auf der Ebene betrieblicher Mitbestimmung, zum anderen auf Ebene unternehmensübergreifender Tarifregelungen angesiedelt. Im weiteren Verlauf sollen die Besonderheiten beider Arenen, die als tragende Säulen des deutschen Systems industrieller Beziehungen betrachtet werden können, dargestellt werden. Some authors have stressed the `universal' impact of new forms of work organization and `best practice' while others have questioned the limits of convergence, stressed the weight of national contexts or `societal effects', or highlighted the evolutionary effects of unpredictability in the external environment. The international automobile industry has been a focus for much of this debate and this book, written by a team of leading international researchers in the field, uses this industry to examine in detail the actual practice of the transfer and adaptation of productive models and the trajectories of innovation, compromise, and failure that can result. Case studies cover in detail the Japanese transplant experience in North America, and the global experience of hybrid production systems in Europe, Latin America, and Asia. The book contributes to theoretical discussions about the transfer, adaptation, or convergence of productive models. In particular, the authors argue that direct transplantation or imitation of these models is rarely feasible or even desirable. Systems cannot be transferred without being significantly reshaped. Instead, the book focuses on the process of `hybridization', the complex interaction of productive models with national and societal effects. Hybridization, it is argued, is inevitable. But this should be seen not simply as a process of compromise and retreat but also as an important dynamic of innovation and learning. General Motors, the largest corporation on earth today, has been the owner since 1929 of Adam Opel AG, Russelsheim, the maker of Opel cars. Ford Motor Company in 1931 built the Ford Werke factory in Cologne, now the headquarters of European Ford. In this book, historians tell the astonishing story of what happened at Opel and Ford Werke under the Third Reich, and of the aftermath today. Long before the Second World War, key American executives at Ford and General Motors were eager to do business with Nazi Germany. Ford Werke and Opel became indispensable suppliers to the German armed forces, together providing most of the trucks that later motorized the Nazi attempt to conquer Europe. After the outbreak of war in 1939, Opel converted its largest factory to warplane parts production, and both companies set up extensive maintenance and repair networks to help keep the war machine on wheels. During the war, the Nazi Reich used millions of POWs, civilians from German-occupied countries, and concentration camp prisoners as forced laborers in the German homefront economy. Starting in 1940, Ford Werke and Opel also made use of thousands of forced laborers. POWs and civilian detainees, deported to Germany by the Nazi authorities, were kept at private camps owned and managed by the companies. In the longest section of the book, ten people who were forced to work at Ford Werke recall their experiences in oral testimonies. For more than fifty years, legal and political obstacles frustrated efforts to gain compensation for Nazi-era forced labor; in the most recent case, a $12 billion lawsuit was filed against the computer giant I.B.M. by a group of Gypsy organizations. In 1998, former forced laborers filed dozens of class action lawsuits against German corporations in U.S. courts. The concluding chapter reviews the subsequent, immensely complex negotiations towards a settlement - which involved Germany, the United States, Poland, Russia, Ukraine, Belarus, Czech Republic, Israel and several other countries, as well as dozens of well-known German corporations.
