Inhaltsangabe:Einleitung: 1, Einleitung: 1.1, Problemstellung und Motivation für die Themenwahl: In diesem Augenblick habe ich mir geschworen, nie mehr nicht einmal rein zufällig auf der Seite der Henker zu stehen. Dieser Ausspruch des ehemaligen UN-Sonderberichterstatters Jean Ziegler, welchen er im Zusammenhang mit dem Leid kongolesischer Kinder tätigte, zeigt, dass auch Nichtstun moralisch verwerflich sein kann. Menschen stehen im Laufe ihres Lebens viele verschiedene Handlungsalternativen zur Verfügung. Ihnen ist somit die Bürde auferlegt, sich ständig zwischen diesen Handlungsalternativen entscheiden zu müssen. Und wer es vorzieht, nichts zu tun, hat in diesem Moment ebenfalls bereits eine Entscheidung getroffen. Doch welche Handlungsalternative ist die richtige? Oder anders gesagt: Wie soll ich handeln? Diese Frage versucht die wissenschaftliche Ethik bereits seit Aristoteles zu beantworten. Das Thema Ethik in Politik und öffentlicher Verwaltung ist in der Bundesrepublik Deutschland ein noch recht junges. Aufmerksam wurde die Bevölkerung vor allem durch die Aufdeckung verschiedener Skandale, wie der Spendenaffäre der CDU 1999, der Kölner Müll-Affäre 2002 oder der Hotel-Affäre des Bundesbankpräsidenten Ernst Welteke 2004. Es liegt die Vermutung nahe, dass derartige Skandale in der Lage sind, das Vertrauen der Bürger in Politik und Verwaltung zu erschüttern. Wenn auch nicht nachgewiesen werden konnte, dass Ethik-Maßnahmen es vermögen, das Vertrauen der Bevölkerung zu steigern, so kann unter Umständen zumindest ein Absinken des Vertrauens verhindert werden. Nach Ansicht des Verfassers sind Ethik-Maßnahmen bereits dann sinnvoll, wenn sie dazu in der Lage sind, amoralisches Verhalten in Politik und Verwaltung zu vermeiden. Denn ein Staat, dessen Beauftragte amoralisch handeln, kann von seinen Bürgern nicht das Gegenteil fordern. Und amoralisches, rücksichtsloses Verhalten in der Gesellschaft kann nicht Ziel eines demokratischen Rechtsstaates wie der Bundesrepublik Deutschland sein. Ethik-Maßnahmen können somit wenn sie amoralisches Verhalten der Staatsdiener vermeiden - dazu beitragen, Demokratie und Gerechtigkeit im Staat zu sichern. Durch die Beschäftigung des Verfassers in der Kommunalverwaltung liegt es nahe, bei der Entwicklung von Ethik-Standards an diesem Punkt anzusetzen und diesen Bereich der Verwaltungsethik genauer zu betrachten. Eine besondere Herausforderung stellt das Thema Verwaltungsethik deshalb dar, weil kaum [...]
