For the first time since the conclusion of the Korean Civil War--which branched out to include the United States as a key player in a solution based on partition--the issue of Korean reunification is on the diplomatic, political, and economic agenda. To be sure, the very issue of which elements come first in such a move are themselves part of the strategies and tactics of both sides of the Korean geographical divide. In this volume, leading experts come together to discuss this issue in a careful and reasoned manner. With the reunification of Germany now underway, a great deal of attention is being paid to the Korean efforts in the same direction. While the disintegration of world communism is a necessary condition for reunification, the consensus is that such a development is not a sufficient condition. Hy-Sang Lee and Kihwan Kim examine those structural and tactical factors that inhibit economic cooperation, despite past windows of opportunities in such a consensual direction. Kwang Soo Choi, Kyongsoo Lho, and Yong-Sup Han look at the security concerns of both North and South Korea. While each displays a different emphasis and argues for a different timetable, they all point to the same factors at work moving toward reunification. The essays on political issues by Kong Dan Oh and Steven Mosher are unique in their emphasis on how political communication and scholarly exchanges serve as strategies of rapprochement and democratization. The concern of Korea in the 1990s is not simply to argue the case for or against reunification of Korea, but the need to move forward in such a way as to safeguard a democratic future for the South and open up the tragically closed and stagnant society created in the North. In this regard, the contributors examine a variety of foreign as well as domestic policy concerns that need to be cleared away as a prelude to reunification. This is a serious effort, well worth the attention of Asian area experts, international policy researchers, and students of political systems and economic structures alike.

In American history the 1950s are remembered as an affluent and harmonious decade. Not so in Austria. That nation emerged out of World War II with tremendous war-related destruction and with a four-power occupation that would last for ten years until 1955. Massive American economic aid enabled the Austrian economy to start recovering in the 1950s and reorient it from East to West. Unlike the United States, however, general affluence did not set in until the 1960s and 1970s even though Austria's dramatic baby boom enabled it to recover from the demographic catastrophe resulting from manpower losses of World War II., This volume deals with these larger trends. Stephen E. Ambrose discusses American-European relations and sets the larger international context for the Austrian scene. Oilver Rathkolb retraces the changing importance of the Austrian question for the Eisenhower administration. Michael Gehler presents an in-depth analysis of the intriguing question of whether Austria's unification at the price of permanent neutrality might have been a model for Germany. Franz Mathis and Kurt Tweraser look at economic reconstruction and the roles played by both the Austrian public industrial sector and the American Marshall Plan. Karin Schmidlechner looks at the youth culture of the era. Franz Adlgasser shows how Herbert Hoover's food aid was instrumental in the containment of communism in Hungary. Beth Noveck analyzes Austrian political culture of the First Republic from the perspective of Hugo Bettauer. Rolf Steininger presents an insightful historical overview of how the Austro-Italian South Tyrol conflict was resolved after seventy-five years of tension.

This Note assesses the implications of change for North Korea, the U.S. South Korean security alliance, and the stability of Northeast Asia. It also explores the relationship between the U.S. military presence in South Korea and the evolution of new policies in North Korea. It was produced as part of an exploratory project, "Future Trends in North Korea," undertaken within the Strategy and Doctrine program of RAND's Arroyo Center. The Note should be of interest to policy planners who are considering the implications of future directions for North Korea and U.S. regional security strategy.

The Korean peninsula, divided for more than fifty years, is stuck in a time warp. Millions of troops face one another along the Demilitarized Zone separating communist North Korea and capitalist South Korea. In the early 1990s and again in 2002-2003, the United States and its allies have gone to the brink of war with North Korea. Misinterpretations and misunderstandings are fueling the crisis. "There is no country of comparable significance concerning which so many people are ignorant," American anthropologist Cornelius Osgood said of Korea some time ago. This ignorance may soon have fatal consequences. North Korea, South Korea is a short, accessible book about the history and political complexites of the Korean peninsula, one that explores practical alternatives to the current US policy: alternatives that build on the remarkable and historic path of reconciliation that North and South embarked on in the 1990s and that point the way to eventual reunification.
