Anna Rothfuss stellt dieses »Selbstbeschreibungsstereotyp« der Zeitgenossen in Frage und zeigt in ihrer systematischen Untersuchung erstmals, dass zwischen 1871 und 1914 nicht nur rege, sondern auch kontinuierlich über Korruption gesprochen wurde. So waren nicht zuletzt bekannte Namen wie Bismarck oder Krupp in Korruptionsdebatten und -skandale involviert. Als fester Bestandteil der politischen Kommunikation wurde Korruptionskommunikation von allen Akteuren gleichermaßen instrumentalisiert und ermöglichte es, politische Handlungsspielräume über verfassungsgegebene Grenzen punktuell zu erweitern. Darüber hinaus zeigt die Autorin, dass sich das normative Urteil über korrupte Handlungsweisen zunehmend homogenisierte. Corruption does not exist in the German Empire? Anna Rothfuss questions this common declaration by contemporaries and successfully shows that despite such self-affirmations, German society between 1871 and 1914 talked not only frequently but continuously about corruption. Not least, powerful names such as Bismarck and Krupp were topics of corruption debates and scandals. As an essential component of political communication, all political protagonists instrumentalised communication about corruption, which allowed them to partly expand their scope of action beyond constitutional restrictions. In addition, Rothfuss' research demonstrates that in parallel the normative judgement of corrupt actions unified over time.

Dem Begriff »Transparenz« kam erst ab den 1970er-Jahren eine politische Bedeutung zu. Dennoch zeigt Sandra Zimmermann anhand von sechs Fallbeispielen, dass bereits seit dem Deutschen Kaiserreich über Transparenz diskutiert wurde. Sie wurde insbesondere als ein Gegenmittel zu Korruption begriffen und somit im Zusammenhang mit Korruptionsskandalen gefordert. Parlamentarische Untersuchungsausschüsse bzw. -kommissionen, die häufig zur Aufklärung solcher Skandale eingesetzt wurden, spielten dabei eine wichtige Rolle. In ihnen wurde Transparenz gefordert und über sie diskutiert. Die Ausschüsse sollten durch transparente Ermittlungen den Skandal untersuchen, das Parlament reinigen und die Bevölkerung beruhigen./p> The term "transparency" only gained political significance from the 1970s onwards. Nevertheless, Sandra Zimmermann shows, on the basis of six case studies, that transparency has been discussed since the German Empire (Kaiserreich). It was understood as an antidote to corruption and thus demanded in connection with corruption-scandals. Parliamentary committees of enquiry or commissions of enquiry, which were often set up to investigate such scandals, played an important role in this context. Transparency was demanded and discussed in them. The committees were supposed to investigate the scandal through transparent investigations, to cleanse parliament and to reassure the population after such a scandal.

Zu Korruptionskritik ist gegenwärtig national und international viel zu hören, nur wenige Beiträge allerdings entstammen der Theologie. Das hat auch mit begrifflichen Unklarheiten zu tun. Von geschäftlichen "Gefälligkeiten" und Abgeordnetenbestechung in Antike und Moderne über das mittelalterliche Ablasswesen und den noch lange üblichen Ämterkauf bis hin zur Verwendung des Korruptionsbegriffs als Instrument im politischen Kampf reicht das Spektrum. Begegnen will man der Korruption vor allem durch die Verabschiedung scharfer Gesetze. So unterstützenswert solche Maßnahmen sind, ihre weitgehende Wirkungslosigkeit bekräftigt die theologische Einsicht, dass Korruption mit der grundsätzlichen "Sündhaftigkeit" des Menschen zu tun hat. Daher muss es neben der Unterstützung juristischer und wirtschaftlicher Vorgehensweisen im Kampf gegen die Korruption auch Aufgabe christlicher Kirchen sein aufzuweisen, wie sehr Korruption als "Habgier" die Grundlagen unserer Gesellschaft zu zerstören droht und wie aus der Perspektive des christlichen Menschenbildes solches Verhalten überwunden werden kann. This also has to do with conceptual ambiguities. The spectrum extends from business "favors" and MPs bribery in antiquity and modernity, about medieval indulgences, and the long until the present usual purchase of offices, up to using the term 'corruption' as a tool in political struggles. Often one wants to counter corruption in particular through the adoption of harsh laws. So worth supporting such measures, their widespread ineffectiveness affirms the theological insight that corruption has to do with the basic "sinfulness" of man. Therefore, it must be also the task of Christian churches in addition to supporting juridical and economic practices in the fight against corruption to exhibit first, how much corruption threatens to destroy the foundations of our society in the framework of the popular image of man embossed by rationality, but also by greed, and then, how this thinking and behavior can be overcome from the perspective of the Christian human being.

Accusations of corruption not only result in scandals, they quickly turn into a permanent part of the debates about the state of the republic. What form do these scandals and debates take? Whom do they affect and why do accusations of corruption work so effectively as a political weapon? What happens when the notion of corruption is used as an explanation for an increasingly widening array of problems in a crisis-struck political system? The book answers these questions by reconstructing both individual corruption scandals and debates as well as the emergence of a comprehensive discourse. The study shows that corruption debates provide both clear rules and a common language for political actors thereby serving as a means to carry out both fundamental debates and smaller conflicts. Anticorruption in History is a timely and urgent book: corruption is widely seen today as a major problem we face as a global society, undermining trust in government and financial institutions, economic efficiency, the principle of equality before the law and human wellbeing in general. Corruption, in short, is a major hurdle on the "path to Denmark" a feted blueprint for stable and successful statebuilding. The resonance of this view explains why efforts to promote anticorruption policies have proliferated in recent years. But while the subject of corruption and anticorruption has captured the attention of politicians, scholars, NGOs and the global media, scant attention has been paid to the link between corruption and the change of anticorruption policies over time and place, with the attendant diversity in how to define, identify and address corruption. Economists, political scientists and policy-makers in particular have been generally content with tracing the differences between low-corruption and high-corruption countries in the present and enshrining them in all manner of rankings and indices. The long-term trends & social, political, economic, cultural; potentially undergirding the position of various countries plays a very small role. Such a historical approach could help explain major moments of change in the past as well as reasons for the success and failure of specific anticorruption policies and their relation to a country's image (of itself or as construed from outside) as being more or less corrupt. Der Sammelband untersucht - in Deutschland erstmalig - die Entwicklung von Korruptionspraktiken und -debatten von der Frühen Neuzeit bis in die Gegenwart. Die Fallstudien zeigen, wie sich die Definition und die Akzeptanz von Korruption und verwandten Handlungsmustern wandelten. In frühneuzeitlichen Kontexten waren diese offensichtlich und alltäglich. Staatliche Modernisierung und Verrechtlichung trugen ab dem 19. Jahrhundert auf einer normativen Ebene zur Trennung von Privatsphäre und Öffentlichkeit bei, verdrängten jedoch korrupte Praktiken nicht. Diese hatten weiterhin eine wichtige Funktion, sei es als Teil eines politischen Systems, sei es als Anlass für Auseinandersetzungen über Moral und politische Werte. Die Modernisierung in der Neueren Geschichte zeigt sich weniger in der Zurückdrängung von Verflechtung und Do-ut-des-Beziehungen als vielmehr in ihrer öffentlich zur Schau gestellten Delegitimierung.
