Property is a complex phenomenon comprising cultural, social, and legal rules. During the twentieth century, property rights in land suffered massive interference in Central and Eastern Europe. The promise of universal and formally equal rights of land ownership, ensuring predictability of social processes and individual autonomy, was largely not fulfilled. The national appropriation of property in the interwar period and the communist era represent an onerous legacy for the postcommunist (re)construction of a liberal-individualist property regime. However, as the scholars in this collection show, after the demise of communism in Eastern Europe property is again a major factor in shaping individual identity and in providing the political order and culture with a foundational institution. This volume analyzes both historical and contemporary forms of land ownership in Poland, Romania, and Yugoslavia in a multidisciplinary framework including economic history, legal and political studies, and social anthropology.

The forgotten protagonist of this true account aspired to be a cubist painter in his native Kyïv. In a Europe remade by the First World War, his talents led him to different roles—intelligence operative, powerful statesman, underground activist, lifelong conspirator. Henryk Józewski directed Polish intelligence in Ukraine, governed the borderland region of Volhynia in the interwar years, worked in the anti-Nazi and anti-Soviet underground during the Second World War, and conspired against Poland’s Stalinists until his arrest in 1953. His personal story, important in its own right, sheds new light on the foundations of Soviet power and on the ideals of those who resisted it. By following the arc of Józewski’s life, this book demonstrates that his tolerant policies toward Ukrainians in Volhynia were part of Poland’s plans to roll back the communist threat. The book mines archival materials, many available only since the fall of communism, to rescue Józewski, his Polish milieu, and his Ukrainian dream from oblivion. An epilogue connects his legacy to the disintegration of the Soviet Union and the democratic revolution in Ukraine in 2004.

Modern Belarusian nationalism emerged in the early twentieth century during a dramatic period that included a mass exodus, multiple occupations, seven years of warfare, and the partition of the Belarusian lands. In this original history, Per Anders Rudling traces the evolution of modern Belarusian nationalism from its origins in late imperial Russia to the early 1930s. The revolution of 1905 opened a window of opportunity, and debates swirled around definitions of ethnic, racial, or cultural belonging. By March of 1918, a small group of nationalists had declared the formation of a Belarusian People's Republic (BNR), with territories based on ethnographic claims. Less than a year later, the Soviets claimed roughly the same area for a Belarusian Soviet Socialist Republic (BSSR). Belarusian statehood was declared no less than six times between 1918 and 1920. In 1921, the treaty of Riga officially divided the Belarusian lands between Poland and the Soviet Union. Polish authorities subjected Western Belarus to policies of assimilation, alienating much of the population. At the same time, the Soviet establishment of Belarusian-language cultural and educational institutions in Eastern Belarus stimulated national activism in Western Belarus. Sporadic partisan warfare against Polish authorities occurred until the mid-1920s, with Lithuanian and Soviet support. On both sides of the border, Belarusian activists engaged in a process of mythmaking and national mobilization. By 1926, Belarusian political activism had peaked, but then waned when coups d'etats brought authoritarian rule to Poland and Lithuania. The year 1927 saw a crackdown on the Western Belarusian national movement, and in Eastern Belarus, Stalin's consolidation of power led to a brutal transformation of society and the uprooting of Belarusian national communists. As a small group of elites, Belarusian nationalists had been dependent on German, Lithuanian, Polish, and Soviet sponsors since 1915. The geopolitical rivalry provided opportunities, but also liabilities. After 1926, maneuvering this complex and progressively hostile landscape became difficult. Support from Kaunas and Moscow for the Western Belarusian nationalists attracted the interest of the Polish authorities, and the increasingly autonomous republican institutions in Minsk became a concern for the central government in the Kremlin. As Rudling shows, Belarus was a historic battleground that served as a political tool, borderland, and buffer zone between greater powers. Nationalism arrived late, was limited to a relatively small elite, and was suppressed in its early stages. The tumultuous process, however, established the idea of Belarusian statehood, left behind a modern foundation myth, and bequeathed the institutional framework of a proto-state, all of which resurfaced as building blocks for national consolidation when Belarus gained independence in 1991.

The Treaty of Riga of March 1921 did not signify real peace. It was soon followed by the outbreak of a Polish-Soviet cold war, which in the early 1920s threatened to reach a boiling point. One of the salient fronts on which it was fought was Ukraine and the Ukrainian question. The means by which it was waged – first by Poland, and subsequently, more successfully, by the Soviets – was by attempts to stir up centrifugal tendencies on enemy territory, leading eventually to the splitting up of the neighboring state along its national seams. Polish-Soviet rivalry over Ukraine had flared up at the Riga peace conference. In the following years both antagonists struggled to win over the sympathies of Ukrainians living on either side of the frontier River Zbrucz (Zbruch) and dispersed in various émigré centers, and the weapons employed were propaganda, diplomacy, nationalities policy, economic projects, political subterfuge, and armed irredentism. Jan Jacek Bruski's book addresses the first, very important phase of this Polish-Soviet tussle.

As a resurgent Poland emerged at the end of World War I, an eclectic group of Polish border guards, state officials, military settlers, teachers, academics, urban planners, and health workers descended upon Volhynia, an eastern borderland province that was home to Ukrainians, Poles, and Jews. Its aim was not simply to shore up state power in a place where Poles constituted an ethnic minority, but also to launch an ambitious civilizing mission that would transform a poor Russian imperial backwater into a region that was at once civilized, modern, and Polish. Over the next two decades, these men and women recast imperial hierarchies of global civilization-in which Poles themselves were often viewed as uncivilized-within the borders of their supposedly anti-imperial nation-state. As state institutions remained fragile, long-debated questions of who should be included in the nation re-emerged with new urgency, turning Volhynia's mainly Yiddish-speaking towns and Ukrainian-speaking villages into vital testing grounds for competing Polish national visions. One quarter of all Holocaust victims lived on the territory that now forms Ukraine, yet the Holocaust there has not received due attention. This book delineates the participation of the Organization of Ukrainian Nationalists (OUN) and its armed force, the Ukrainian Insurgent Army (Ukrainska povstanska armiia—UPA), in the destruction of the Jewish population of Ukraine under German occupation in 1941–44. The extent of OUN and UPA’s culpability in the Holocaust has been a controversial issue in Ukraine and within the Ukrainian diaspora as well as in Jewish communities and Israel. Occasionally, the controversy has broken into the press of North America, the EU, and Israel. Triangulating sources from Jewish survivors, Soviet investigations, German documentation, documents produced by OUN itself, and memoirs of OUN activists, it has been possible to establish that: OUN militias were key actors in the anti-Jewish violence of summer 1941; OUN recruited for and infiltrated police formations that provided indispensable manpower for the Germans' mobile killing units; and in 1943, thousands of these policemen deserted from German service to join the OUN-led nationalist insurgency, during which UPA killed Jews who had managed to survive the major liquidations of 1942.
