The notion of the First World War as 'the great seminal catastrophe' (Urkatastrophe) of the twentieth century is now firmly established in historiography. Yet astonishingly little has been written about the fate of non-combatants in occupied and non-occupied territory, including civilian internees, deportees, expellees and disarmed military prisoners. This volume brings together experts from across Europe to consider the phenomena of captivity, forced labour and forced migration during and immediately after the years 1914 to 1918. Each contribution offers a European-wide perspective, thus moving beyond interpretations based on narrow national frameworks or on one of the fighting fronts alone. Particular emphasis is placed on the way in which the experience of internees, forced labourers and expellees was mediated by specific situational factors and by the development of ‘war cultures’ and ‘mentalities’ at different stages in the respective war efforts. Other themes considered include the recruitment and deployment of colonial troops in Europe, and efforts to investigate, monitor and prosecute alleged war crimes in relation to the mistreatment of civilians and POWs. The final contribution will then consider the problems associated with repatriation and the reintegration of returning prisoners after the war. This book was published as a special issue of Immigrants and Minorities.

Military and civilian captivity practices by four major European powers and the United States during World War I are surveyed in this book. Speed argues that while the pressures of total war, as they emerged during the conflict, drove the belligerents to violate many of the norms of war, they attempted to behave in accordance with a liberal tradition of captivity which held that prisoners of war were merely men whom nobody had a right to harm. Aside from a few journal articles that deal with small aspects of the topic, there is no other scholarly work that focuses on captivity during the First World War. Speed makes extensive use of rarely cited American diplomatic records in order to offer a more objective view of camp conditions. A special feature is the depiction of American camps in France drawn from previously uncited War Department records. The book explores the radical tradition of captivity that emerged in the Soviet Union. This tradition held that the prisoner was not merely a man for whom the war was over, but that he was a potential recruit in the class war whose national loyalty could be subverted in the interest of the ideological conflict. Thus, while the Western world entered the war with a single tradition of captivity, it emerged from the conflict with two antithetical traditions. While the United States and Western Europe in general have clung to the liberal tradition, third world revolutionary states like Vietnam and North Korea have embraced the radical tradition. This book is essential reading for all scholars and students of modern European/American diplomatic and military history. Government officials involved with hostages or prisoners of war will also find much of value here.

Russian Citizenship is the first book to trace the Russian state’s citizenship policy throughout its history. Focusing on the period from the mid-nineteenth century to the consolidation of Stalin’s power in the 1930s, Eric Lohr considers whom the state counted among its citizens and whom it took pains to exclude. His research reveals that the Russian attitude toward citizenship was less xenophobic and isolationist and more similar to European attitudes than has been previously thought—until the drive toward autarky after 1914 eventually sealed the state off and set it apart. Drawing on untapped sources in the Russian police and foreign affairs archives, Lohr’s research is grounded in case studies of immigration, emigration, naturalization, and loss of citizenship among individuals and groups, including Jews, Muslims, Germans, and other minority populations. Lohr explores how reform of citizenship laws in the 1860s encouraged foreigners to immigrate and conduct business in Russia. For the next half century, citizenship policy was driven by attempts to modernize Russia through intensifying its interaction with the outside world. But growing suspicion toward non-Russian minorities, particularly Jews, led to a reversal of this openness during the First World War and to a Soviet regime that deprived whole categories of inhabitants of their citizenship rights. Lohr sees these Soviet policies as dramatically divergent from longstanding Russian traditions and suggests that in order to understand the citizenship dilemmas Russia faces today—including how to manage an influx of Chinese laborers in Siberia—we must return to pre-Stalin history.

Personal Names, Hitler, and the Holocaust: A Socio-Onomastic Study of Genocide and Nazi Germany provides readers with an increased understanding of and sensitivity to the many powerful ways in which personal names are used by both perpetrators and victims during wartime. This book concentrates on one of the most terrifying and yet fascinating periods of modern history: the Holocaust. In particular, it examines the different ways in which personal names were used by Nationalist Socialists to hunt and destroy the victims of their genocidal ideology. Even before requiring Jewish residents to wear a yellow Star of David and have the letter “J” stamped on their passports, Nazi leaders had decreed that all Jewish women and men must add the names “Sara(h)” and “Israel” to their documentation. It did not take long for the perfidious logic behind this naming (onomastic) legislation to become frighteningly clear: it made it that much easier to pinpoint Jewish residents for discrimination, marginalization, relocation, deportation, and ultimately extermination. Through compelling first-hand accounts from Holocaust survivors, in-depth interviews with descendants of Nazi war criminals, and a plethora of chilling cases extracted directly from the meticulous records kept by the National Socialists, this work presents a harrowing historical account of the way personal names were used during the Third Reich to achieve Hitler’s homicidal vision.
