While the first half of the 20th century was characterized by total war, the second half witnessed, at least in the Western world, a massive expansion of the modern welfare state. A growing share of the population was covered by ever more generous systems of social protection that dramatically reduced poverty and economic inequality in the post-war decades. With it also came a growth in social spending, taxation and regulation that changed the nature of the modern state and the functioning of market economies. Whether and in which ways warfare and the rise of the welfare state are related, is subject of this volume. Distinguishing between three different phases (war preparation, wartime mobilization, and the post-war period), the volume provides the first systematic comparative analysis of the impact of war on welfare state development in the western world. The chapters written by leading scholars in this field examine both short-term responses to and long-term effects of war in fourteen belligerent, occupied, and neutral countries in the age of mass warfare stretching over the period from ca. 1860 to 1960. The volume shows that both world wars are essential for understanding several aspects of welfare state development in the western world.

Classifying people as 'victims' is a historical phenomenon with remarkable growth since the second half of the 20th century. The term victim is widely used to refer both to those who have died in wars and to people who have experienced some form of physical or psychological violence. Moreover, victimhood has become a shorthand for any injustice suffered. This can be seen in many contexts: in debates on social justice, when claims for compensation are made, human rights are defended, past crimes are publicly commemorated, or humanitarian intervention is called for. By adopting a history of knowledge approach, Victims takes a fresh look at the phenomenon of classifying people as victims. It goes beyond existing narratives to provide a new and comprehensive explanation of the complex genealogy of modern concepts of victimhood. In order to reveal the fundamental shifts in perceptions and interpretations of harm, this book reconstructs the emergence of the figure of the victim from the late 18th century to the present. Focusing on Western Europe, it shows that neither the World Wars nor the Holocaust were the only reasons for this shift. Instead, changing power relations and new knowledge, especially in medicine and law, fundamentally altered perceptions and interpretations of death and suffering, of legitimate and illegitimate violence. Today, the debate takes another turn with the widespread criticism of victim attribution and the increasing delegitimisation of the term. Svenja Goltermann tells this story with brilliant clarity - without subscribing to the new denigration of the victim.

The First World War massively changed the scale and nature of the "military veteran question" in Europe. The enormous impact of mass deaths and destruction, the demise of old empires, and the rise of new nation states resulting from total war made the fate of ex-soldiers into a key issue that shaped all societies in interwar Europe. The unprecedented number of combatants, together with the severity and frequency of injuries incurred in industrialized warfare, meant that the relationship between ex-soldiers and the state became a crucial issue for all governments, raising major questions about welfare provisions, social policy, party politics and national memory cultures. While there has been much recent research on war veterans in Germany and other European countries, other regions of Central and East-Central Europe have attracted noticeably less attention. For this reason, this special issue presents research on the comparative history of World War One veterans in Austria and Czechoslovakia. This transnational investigation breaks new ground by investigating two neighbouring states that showed distinct patterns of immediate post-war reconstruction, as well as of subsequent development.
