Ist Migration grundsätzlich zu bejahen? Oder ist sie nicht vielmehr ein wichtiger Bestandteil von Ausbeutungsstrukturen? Die Näherin in einer bengalischen Bekleidungsfabrik erfüllt jedenfalls vergleichbare Funktionen im weltweiten Konkurrenzkampf wie der aus Asien nach Europa gekommene Migrant. Beide sind gezwungen, ihre Arbeitskraft extrem billig auf den Markt zu werfen. Doch während sich die Öffentlichkeit darüber einig ist, Weltmarktfabriken in Billiglohnländern zu kritisieren, umgibt den Import billiger ArbeiterInnen in die Zentren der Weltwirtschaft ein Mythos von Mobilität, die als fortschrittlich gilt. Das sozial, regional und kulturell zerstörerische Potenzial der Migration in den Herkunfts- und Zielländern gerät damit aus dem Blickfeld. Hannes Hofbauer gibt einen historischen Überblick über die großen Wanderungsbewegungen und ruft die Ursachen dafür in Erinnerung, die von Umweltkatastrophen über Kriege bis zu Krisen reichen, von denen die allermeisten menschlichen Eingriffen geschuldet sind. So zeichnen allein von westlichen Allianzen geführte Kriege für Millionen entwurzelte Menschen verantwortlich, die ebenso ihrer Lebensgrundlagen beraubt sind wie jene, die von ihrem Land vertrieben werden. Diesen Verwerfungen ist es geschuldet, dass ganze Generationen junger Menschen im globalen Süden, aber auch im Osten Europas ihre persönliche Zukunft in der Emigration sehen. Mit der Massenmigration aus der Peripherie werden die Folgen der weltweiten Ungleichheit nun auch in den europäischen Zentralräumen – negativ – spürbar. Deregulierungen am Arbeits- und Wohnungsmarkt erreichen neue Dimensionen. Eine politische Antwort darauf scheint nur die Rechte zu haben, indem sie statt einer notwendigen Kritik an der Migration die Migranten zu Sündenböcken macht. Die Linke hingegen sträubt sich, den strukturell zerstörerischen Charakter von Wanderungsbewegungen zu erkennen.

Examining how migrants appropriate mobility in the context of biometric border controls, this volume mobilises new analytics and empirics in the debates about the politics of migration and provides an analytically effective and politically significant tool for the study of contemporary migration. Drawing from the tension between the EU’s attempt to achieve watertight border controls by means of biometric technologies, and migrants’ persistence to move to and live in the EU, the volume pursues two interrelated objectives: first, it studies the encounters between migrants and the Visa Information System (VIS), one of the largest biometric databases in the world, from the perspective of mobility in order to investigate how migrants appropriate mobility via Schengen visa within and against this biometric border regime. Second, it addresses criticisms of autonomy of migration in order to develop it as a viable approach for border, migration and critical security studies. Hence, the book is driven by two interrelated research questions: what does the assertion of moments of autonomy of migration refer to in the context of border regimes that use biometrics to turn migrants’ bodies into a means of mobility control? And how do migrants appropriate mobility via Schengen visa within and against biometric border regimes? This book will be of great interest to scholars in border, migration and critical security studies, as well as researchers engaged in citizenship studies, surveillance studies, political theory, critical IR theory and international political sociology.

In a global context in which phenomena of migration play an ever more important role, the ways individual and collective experiences of migration are covered in the media, represented in culture, and interpreted are coming under increasing scrutiny. This book explores the complex relationship between creative engagements with migration on the one hand, and forms of knowledge about migration on the other, inquiring into the ways aesthetic practices are intertwined with knowledge structures. The book responds to three pressing research questions. First, it analyses how fictional texts, plays, images, films, and autobiographical accounts mediate forms of knowledge about migration. Second, it identifies the ways in which specific media approaches and aesthetic practices influence people's ideas about and awareness of migratory experiences in a globalized world. Finally, it delineates how historical perspectives help us compare epistemological approaches to migration in the nineteenth, twentieth, and early twenty-first centuries, and how these approaches affect the way critics and the public responded to and thought about different forms of (forced) migration. The varying traditions in the migration research of different countries are closely connected to the respective national political landscape and the way in which the respective national state views itself - affirmative and positive or perhaps more self-critical. The present volume introduces the reader to the traditions of migration research in twelve different countries: the more traditional immigration countries of Canada and Australia, four European countries with decades of experience (United Kingdom, Germany, Austria, Netherlands), countries newer to immigration such as Italy, Poland and Japan, and finally the postcolonial countries of India, Malaysia and Nigeria. Through this comparative approach this volume presents a new approach to understanding the different research traditions.
