Am Morgen des 22. Juni 1941 brach die Hölle los. 3,3 Millionen deutsche Soldaten, 600.000 motorisierte Fahrzeuge, 3.650 Panzer und 3.000 Flugzeuge überquerten die Grenze zur Sowjetunion. Von der Ostsee bis zu den Karpaten marschierte die Wehrmacht ein und überrollte die kaum vorbereitete Rote Armee. Am 22. Juni 1941 begann ein Krieg, der zunehmend geprägt war vom Wahn totaler Vernichtung und vom Hass: vom Antisemitismus und Antibolschewismus, vom Rassenwahn gegen die slawischen und asiatischen Völker der Sowjetunion. Die diesen Krieg führten, töteten auf jede erdenkliche Weise, mit einer kaum jemals dagewesenen Brutalität und Grausamkeit. Die Einsatzgruppen der Sicherheitspolizei und des SD, der Waffen-SS und ihrer Helfer bahnten sich nicht planlos ihren Weg. Sie folgten dem Vernichtungswahn und den mörderischen Plänen, die im Reichssicherheitshauptamt und in den zuständigen Reichsministerien erarbeitet worden waren. Und sie folgten der Wehrmacht, deutschen Soldaten, die zuvor schon die Bevölkerung beraubt, drangsaliert oder als vermeintliche Partisanen getötet hatte. Der verbrecherische Angriffskrieg trug auch die Uniform der Wehrmacht, denn an seinen Grausamkeiten nahmen auch Soldaten der Wehrmacht teil. Einer der SD-Mörder war Kuno Friedrich Callsen, SS-Hauptsturmführer im Sonderkommando 4a der Einsatzgruppe C, geboren in Wilster, ehemaliger Schüler und Abiturient der Kaiser-Karl-Schule in Itzehoe und Gründer des NS-Schülerbundes, der einer der hauptverantwortlichen SS-Offiziere für das Massaker von Babyn Jar, einer Schlucht bei Kiew, war. Als stellvertretender Führer des Sonderkommandos 4a leitete und beaufsichtigte er die Erschießungen. Am 29. und 30. September 1941 wurden 33.771 jüdische Männer, Frauen und Kinder ermordet. Dies war das größte einzelne Massaker an Juden im Zweiten Weltkrieg.

On 16 July 1941, Adolf Hitler convened top Nazi leaders at his headquarters in East Prussia to dictate how they would rule the newly occupied eastern territories. Ukraine, the "jewel" in the Nazi empire, would become a German colony administered by Heinrich Himmler's SS and police, Hermann Goring's economic plunderers, and a host of other satraps. Focusing on the Zhytomyr region and weaving together official German wartime records, diaries, memoirs, and personal interviews, Wendy Lower provides the most complete assessment available of German colonization and the Holocaust in Ukraine. Midlevel "managers," Lower demonstrates, played major roles in mass murder, and locals willingly participated in violence and theft. The persecution and mass-murder of the Jews during World War II would not have been possible without the modern organization of division of labor. Moreover, the perpetrators were dependent on human and organizational resources they could not always control by hierarchy and coercion. Instead, the persecution of the Jews was based, to a large extent, on a web of inter-organizational relations encompassing a broad variety of non-hierarchical cooperation as well as rivalry and competition. Based on newly accessible government and corporate archives, this volume combines fresh evidence with an interpretation of the governance of persecution, presented by prominent historians and social scientists. Gerald D. Feldman was Professor of History and Director of the Institute of European Studies at the University of California, Berkeley. His special fields of interest were 20th-century German history, and he had a special interest in business history, most recently authoring a biography of Hugo Stinnes, participating in the history of the Deutsche Bank, and writing a history of the Allianz Insurance Company in the Nazi period. Wolfgang Seibel is Professor of Political Science at the University of Konstanz, Germany. Previous appointments include guest professorships at the Institute for Advanced Study, Vienna (1992), and the University of California at Berkeley (1994). He was also a temporary member of the School of Social Science (1989/90) and of the School of Historical Studies (2003) of the Institute of Advanced Study, Princeton. Currently (2004/2005) he is a fellow of the Wissenschaftskolleg zu Berlin. His research is mainly devoted to issues of politics, public bureaucracy and non-governmental organizations.
