La réforme de l'Etat participe de ces débats récurrents dans les pays africains depuis les indépendances. Qu'il soit le produit d'une création volontariste et raisonné ou celui d'un processus empirique et spontané, l'Etat a toujours besoin de s'adapter à son environnement pour justifier sa propre existence et assurer sa pérennité à travers la continuité et l'efficacité de l'administration et du service public. Cette adaptation ne peut s'opérer sans des réformes, ressenties comme une nécessité incontournable. A cet égard, comparer les services de l'Etat à des entreprises privées n'est pas un abus de Ion age, d'autant que cette comparaison est déjà implicite lorsqu'on parle de la faillite de l'Etat. La philosophie de l'entreprise privée est de viser la productivité et la performance et d'offrir le meilleur service à ses clients dans les conditions optimales possibles, sinon ceux-ci s'adressent à la concurrence. D'où à terme sa faillite si elle ne fait rien pour prendre en compte les attentes et les demandes de sa clientèle : il en résulte ainsi un jeu dialectique entre clientèle et entreprise, laquelle cherche à améliorer les services qu'elle rend. On peut étendre cette approche à l'administration publique en ce sens que lorsqu'une structure étatique n'est pas en phase avec ses propres objectifs et ses usagers, elle risque la mort symbolique sinon réelle. Dans leur ensemble les dirigeants africains sont conscients de la nécessaire réforme de l'Etat ainsi que le rapportent les cas rassemblés dans ce dossier : Burkina Faso, Gabon, Madagascar, Nigeria, voire France, etc. Dans le même temps, on note que ces réformes atteignent rarement leurs buts, avec des résultats médiocres. Au lieu de réduire les dysfonctionnements, elles en arrivent paradoxalement à devenir elles-mêmes un poids supplémentaire, s'ajoutant ainsi aux maux qu'elles veulent corriger. Est-ce à dire que les Etats africains sont irréformables ? Pourquoi les réformes n'aboutissent-elles pas ? Comment apprécier le décalage entre les objectifs initiaux et les résultats finaux ? This Book explains why African countries have remained mired in a disastrous economic crisis since the late 1970s. It shows that dynamics internal to African state structures largely explain this failure to overcome economic difficulties rather than external pressures on these same structures as is often argued. Far from being prevented from undertaking reforms by societal interest and pressure groups, clientelism within the state elite, ideological factors and low state capacity have resulted in some limited reform, but much prevarication and manipulation of the reform process, by governments which do not really believe that reform will be effective.
