Les contributions évaluent dans des domaines stratégiques les politiques publiques, leurs résultats et les sorties de crise possibles. Trois de ces contributions se situent au niveau global et mettent en évidence d'une part le tournant que représente la crise par rapport à la conjoncture et aux orientations politiques de l'Algérie avant 1988 (Mohamed Moulfi), et d'autre part les stratégies des acteurs qui disqualifient les politiques de réforme qui nourrissent la corruption et la bazardisation de l'économie (Rachid Tlemçani).
