L'edit de fevrier 1763 portant reglement pour les colleges qui ne dependent pas des universites... gistre au Conseil souverain le 28 septembre 1765, appelle ces etablissements ecoles publiques C'est ainsi, dit le pream bule, que sous l'autorite des Rois nas predecesseurs et la notre, sans laquelle il ne peut etre permis d'etablir aucune ei - ale publique dans notre royaume, se sont etablis les deux sortes decoles qui exis tent aujourd'hui Il faut remarquer que cette autorisation royale etait exigee pour ouvrir ou tenir des ecoles publiques secondaires, et nullement des ecoles privees, lesquelles restaient sous l'empire du droit comma 1. Il est assez difficile de savoir ce que l'on entendait exactement par ecoles publiques et ecoles privees. Toutefois, on regardait certainement comme ecoles pu bliques, toutes les maisons dans lesquelles le cours d'etudes, tel qu'on le concevait alors, etait complet ou partiel; tandis que les classes de latin que faisaient les instituteurs primaires de certaines villoe, en dehors de leur classe ordinaire, etaient considerees comme ecoles privees ou lecons particulieres.
