As I appear before the public with a new edition of my Church History, I feel more than ever the difficulty and responsibility of a task which is well worthy to occupy the whole time and strength of a long life, and which carries in it its own rich reward. The true historian of Christianity is yet to come. But short as I have fallen of my own ideal, I have done my best, and shall rejoice if my efforts stimulate others to better and more enduring work. History should be written from the original sources of friend and foe, in the spirit of truth and love, "sine ira et studio," "with malice towards none, and charity for all," in clear, fresh, vigorous style, under the guidance of the twin parables of the mustard seed and leaven, as a book of life for instruction, correction, encouragement, as the best exposition and vindication of Christianity. The great and good Neander, "the father of Church History" first an Israelite without guile hoping for the Messiah, then a Platonist longing for the realization of his ideal of righteousness, last a Christian in head and heart made such a history his life-work, but before reaching the Reformation he was interrupted by sickness, and said to his faithful sister: "Hannchen, I am weary; let us go home; good night!" And thus he fell gently asleep, like a child, to awake in the land where all problems of history are solved. When, after a long interruption caused by a change of professional duties and literary labors, I returned to the favorite studies of my youth, I felt the necessity, before continuing the History to more recent times, of subjecting the first volume to a thorough revision, in order to bring it up to the present state of investigation. We live in a restless and stirring age of discovery, criticism, and reconstruction. During the thirty years which have elapsed since the publication of my separate "History of the Apostolic Church," there has been an incessant activity in this field, not only in Germany, the great workshopof critical research, but in all other Protestant countries. Historians as well as Bible scholars consider the biblical account about Chedorlaomer's campaign against Sodom as a pious fiction but a chronological reconstruction based on synchronisms shows that among dynasties from Sumerian lists the 3rd and last Elamite king of the Awan I dynasty was indeed Kudur-Lagamar (1990-1954). The route of Chedorlaomer shows that this king came to this region near Egypt in order to maintain control over this new land trade route. This ambitious project had to have worried Amenemhat I (1975-1946) and to block the progress of this powerful Mesopotamian king, he built the Walls of the Ruler and planned to create an Amorite rival confederation. In order to achieve his goal he proposed an alliance to Abram, who came from Shinar (Sumer), a region close to Elam, and began preparations by appointing Sarai as a bearer of offering to his personal service, then by marrying her to seal this alliance (Gn 12:19). The wedding was cancelled, but the statue remained.

The autonomy granted to local communities (such as towns, municipalities, and city-states) by larger, central powers (such as empires, kings, lords, and central states) is a recurrent feature of European history over time, from Antiquity to the contemporary period. This volume explores the political, social, and cultural aspects of this feature in a diachronic and comparative perspective, from the Roman Empire to today's city partnerships. To this end, it uses the concept of polycentric governance. Originally developed by political economist Vincent Ostrom in the 1960s and then expanded by the 2009 winner of the Nobel Prize in Economics, political scientist Elinor Ostrom, this concept characterises the interdependent system of relations between different actors involved in a process and, for that reason, it is frequently used in policy studies. This volume applies the concept of polycentric governance to historical studies as a heuristic device to analyse the multilayer systems into which cities were integrated at various points in European history, as well as the implications of the coexistence of different political structures. Fourteen chapters examine the structures, the dynamics, and the discourse of polycentric governance through various case studies from the Roman Empire, from medieval towns, from early modern Europe, and from contemporary cities. The volume suggests that for extended periods of time throughout European history, polycentric governance has played a pivotal role in the organisation and distribution of political power.
