En 1988, le Conseil régional Rhône-Alpes a choisi d’engager une démarche originale de promotion des formations en alternance, notamment de l’apprentissage, dans la perspective de construire au sein du système éducatif des parcours d’accès à l’emploi placés sous la responsabilité conjointe des établissements scolaires et des entreprises. L’axe central de cette politique novatrice est constitué par le dispositif des unités de formation par alternance (UFA), qui repose sur une coopération étroite des milieux professionnels avec des lycées publics et privés (et quelques IUT) pour la création et le pilotage de sections d’apprentissage préparant à des diplômes de niveaux IV et III. Cinq ans après le lancement de « l’apprentissage coopératif », l’étude pour l’évaluation de ce dispositif, réalisée par le Céreq, met en évidence les limites de son développement quantitatif, eu égard aux objectifs fixés et à l’évolution globale des effectifs de jeunes engagés dans des filières de formation professionnelle. Elle révèle cependant l’existence d’un fort potentiel d’innovation porté par des établissements scolaires, des branches professionnelles, des milieux locaux et quelques grandes entreprises. À l’heure où la loi quinquennale ouvre la voie à sa généralisation (à travers son article 57), cette expérience souligne les enjeux du partenariat éducation économie dans la gestion des structures éducatives et des constructions pédagogiques de l’alternance. Elle met également l’accent sur les exigences fortes que requièrent le pilotage et la maîtrise d’une politique de formation professionnelle par les conseils régionaux.
