Arrivés au Cameroun autour des années 1920, ils ont été étudiés selon trois perspectives, une perspective interne (leur itinéraire par rapport à leur projet migratoire, la constitution culturelle d’une diaspora, etc.), les empreintes qu’ils ont laissées au pays d’accueil et les interférences qu’ils ont pu avoir avec le pays d’accueil par le biais de leurs entreprises. Minorité visible parmi d’autres étrangers, ils ont été au cœur du système colonial de traite. Ils se sont investis en intermédiaires dans les secteurs de l’économie coloniale. Très vite urbains après avoir été des aventuriers broussards avant, ils se constituent en communautés (1948). À partir de 1950 et des plans FIDES d’équipement des territoires coloniaux français, ce sera leur apogée. Ils monteront en gamme sur le plan économique. La croissance économique et l’urbanisation ont fait naître de nouvelles activités comme le bâtiment, la construction, la quincaillerie, les grands magasins, l’importation d’articles divers. La longue période d’ajustement structurel et la dévaluation du FCFA en 1994, ont découragé les hommes d’affaires grecs à la fois solidaires et concurrents. Leur fonction d’intermédiaire s’affaiblissant, une série d’activités qu’ils faisaient (exploitation forestière, transport) sont passées ainsi dans les mains des concurrents (Libanais, Bamiléké etc.). Avec les indépendances, ils céderont le petit commerce aux nationaux, seront touchés par l’africanisation des entreprises et la concurrence d’entrepreneurs africains dynamiques. Ils gardent encore le commerce technologique sophistiqué, les supermarchés et ont de petits investissements industriels et une place de choix dans la boulangerie.

Nation of Outlaws, State of Violence is the first extensive history of Cameroonian nationalism to consider the global and local influences that shaped the movement within the French and British Cameroons and beyond. Drawing on the archives of the United Nations, France, Great Britain, Ghana, and Cameroon, as well as oral sources, Nation of Outlaws, State of Violence chronicles the spread of the Union des populations du Cameroun (UPC) nationalist movement from the late 1940s into the first postcolonial decade. It shows how, in the French and British Cameroon territories administered as UN Trusteeships after the Second World War, notions of international human rights, the promise of Third World independence, Pan-African federation, and national citizenship blended with local political and spiritual practices that resurfaced as the period of European rule came to a close. After French and British administrators banned the party in the mid-1950s, UPC nationalists adopted violence as a revolutionary strategy. In the 1960s, the nationalist vision disintegrated. The postcolonial regime labeled UPC nationalists “outlaws” and rounded them up for imprisonment or execution as the state shifted to single-party rule in 1966. Nation of Outlaws, State of Violence traces the connection between local and transregional politics in the age of Africa’s decolonization and the early decades of the Cold War. Rather than stop at official independence as most conventional histories of African nationalist movements do, this book considers postindependence events as crucial to the history of Cameroonian nationalism and to an understanding of the postcolonial government that came to power on 1 January 1960. While the history of the UPC is a story that ends with the party’s failure to gain access to political power with independence, it is also a story of the postcolonial state’s failure to become a nation.

While neoliberals typically view civil society organizations as vital channels for the implementation of economic and political reforms, they are also inclined to blame the politics of belonging for the poor record of these reforms. Piet Konings rejects such notions and argues that the relationship between civil society and the politics of belonging is more complex in Africa than Western donors and scholars are inclined to admit. He argues that ethno-regional associations and movements are more significant constituents of civil society in Africa than the conventional organizations that are often uncritically imposed or endorsed. He shows how the politics of belonging, so pervasive in Cameroon, and indeed much of Africa, during the current neoliberal economic and political reforms, has tended to penetrate the entire range of associational life, and he calls for a critical re-appraisal of prevalent notions and assumptions about civil society in the interest of African reality.
