Ma per l’Europa è anche un’opportunità: per non essere più l’Europa delle occasioni mancate, delle iniziative abbandonate, dei sovranismi posticci, e diventare un attore geopolitico globale, in grado di dialogare con Russia, Cina, Usa. L’Ucraina è il primo e decisivo test che l’Unione europea deve superare per dare fondamento a questa ambizione». Nei paesi occidentali, la guerra in Ucraina ha riproposto l’immagine di una Russia che ubbidisce a un primordiale istinto di aggressione e controllo dei vicini. In Russia, i media governativi hanno rinnovato la denuncia della doppia morale della Nato e dell’Unione europea, che nasconde – sotto la retorica della promozione della democrazia e dei diritti umani – piani per ridurre all’impotenza chiunque tenti di difendere la propria «sovranità». Al momento, queste narrative allo specchio hanno avuto con le rispettive opinioni pubbliche un successo che preoccupa, perché propongono la visione di un «altro» immutabile nella sua minacciosità, che preclude la ricerca di una pace che non sia solo una tregua armata. Non vi sono dubbi su chi sia l’aggressore – la Russia – e l’aggredito – l’Ucraina –, ma non bisogna dimenticare che la decisione di Putin di lanciare la sua «operazione speciale» ha fatto emergere problemi da tempo irrisolti. La Russia non è riuscita a riorganizzare lo spazio ex sovietico, teatro di conflitti «congelati» che a volte si riaccendono; dal canto loro, i paesi della Ue si sono disinteressati di questi territori, trascurandone le questioni aperte – l’incerta identità nazionale, le urgenti esigenze economiche, lo scarso rispetto dei diritti umani, il carente processo di democratizzazione, sistemi di potere incagliati nella corruzione. Una fragilità strutturale, pronta a esplodere, aggravata dalle crisi economiche dei primi decenni del nuovo secolo. Russia e Ucraina, accomunate dalla condizione di «perdenti» della globalizzazione, in un crescendo di recriminazioni hanno riversato l’una sull’altra le colpe di questa condizione. È stata la guerra di un uomo ad aver posto fine all’illusione che i conflitti in Euro¬pa potessero essere solo temporanei e periferici, ma è l’assenza di un sistema di sicurezza europeo ad aver consentito che questo accadesse. Il groviglio di questi problemi è cresciuto sotto gli occhi, sino all’ultimo disattenti, delle élites e delle opinioni pubbliche dei paesi della Ue, le uniche a disporre dei mezzi per risolvere un conflitto che era e resterà essenzialmente europeo e ad avere l’interesse a risolvere il dilemma mai seriamente affrontato nei tre decenni post-sovietici: la sicurezza del nostro continente (militare, ma anche economica e umana) potrà essere garantita dal containment della Russia o dalla sua integrazione in nuove istituzioni europee? Dopo la seconda guerra mondiale l’Europa ha saputo cogliere le lezioni della Storia e ha ritrovato unità di intenti. Oggi c’è solo da sperare che quella Storia non passi.

The period between 1917 and 1957, starting with the birth of the USSR and the American intervention in the First World War and ending with the Treaty of Rome, is of the utmost importance for contextualizing and understanding the intellectual origins of the European Community.
