Au XIXe siècle, les nationalismes tiennent un rôle majeur dans la vie de l'Europe. Ils ont marqué le grand mouvement de 1848 de leurs deux caractères opposés, liés à leur double origine, la Révolution française et la liberté, le romantisme contre-révolutionnaire et l'image du peuple en lutte. Ce livre présente l'histoire du sentiment national en Europe, entre 1850 et la fin de la Grande guerre. Les grandes insurrections sont l'exception, comme dans la Pologne russe, en 1863. Partout, nation et État demeurent séparés, à la différence de la France. Même en 1871, nation allemande et État ne se confondent pas. Jusqu'en 1918, Autriche et Russie demeurent des États multinationaux. Des États nationaux naissent, après 1850, de l'action de dynasties traditionnelles, Hohenzollern en Allemagne et dynastie de Savoie en Italie, mais par des procédés politiques réguliers : ralliement des princes, action diplomatique, guerre limitée. En Italie, la pression de Napoléon III impose le recours à la solution française du plébiscite, sauf en 1870. En Autriche, les défaites en Italie de 1859, et en Allemagne de 1864, obligent la monarchie impériale à une réforme assise sur l'entente avec la nationalité hongroise, son adversaire principal en 1848. Ainsi, est instituée - sous un même souverain - une double monarchie : Autriche, où les nationalités sont bien traitées, Hongrie, où les minorités nationales subissent une magyarisation forcée. Deux problèmes nationaux restent insolubles en 1918 : en Irlande, le gouvernement britannique choisit la répression politique et sociale ; en Espagne, l'absence même du concept de l'État moderne, empêche toute modernisation structurelle.
