En 1971, ce livre devait convaincre du poids du politique dans l'histoire. Cette démonstration n'est plus aujourd'hui nécessaire. Mais l'étude des structures et des mentalités politiques reste un champ encore largement ouvert à la recherche. Les États des XIVe et XVe siècles ont, certes, travaillé à accroître leurs ressources pour renforcer leur administration et leur armée. Leurs moyens étaient pourtant trop faibles encore. Un État solide ne pouvait naître que de l'accord d'un prince et d'un peuple. Le peuple cherchait la justice et la paix. Le prince devait le convaincre qu'il était assez fort pour les lui donner, et qu'il tenait à bon droit son pouvoir de Dieu.
