L'"étranger" est alors celui d'une autre nation et son exclusion éventuelle n'est pas une conséquence de la souveraineté de l'État, phénomène induit justement par la définition nationale de la citoyenneté. Mais les mécanismes identitaires. dans une grande partie de l'Europe, ont abouti, avec une relative généralisation de l'assimilation de la citoyenneté à la nationalité. à une demande d'État, validée ou légitimée par une reconstruction historique et, souvent, mythique, l'apparition de nouvelles histoires nationales. La construction européenne a inventé, non pas une nationalité européenne (quand il s'agit de reconnaître et valoriser la diversité), mais une citoyenneté d'un genre nouveau qu'il s'agit de mettre en perspective avec les mécanismes identitaires. Une citoyenneté au-delà des nationalités, donc. Les replis identitaires, du local au national, à travers toute l'Europe, peuvent être évidemment liés à des crises de la citoyenneté, notamment manifestées par tes niveaux d'abstentions aux élections. De nouvelles exclusions, des politiques déficientes sont dénoncées alors qu'un large discrédit de la classe politique s'installe. De nouvelles frontières, symboliques et signifiantes, apparaissent ainsi, au sein même de l'Espace Schengen, au sein même des États membres. Pourtant, les citoyens changent leurs modes de participation ; les espaces publics, les espaces numériques transforment les cadres de la vie sociale et politique.

According to some sources there are around 5,000 national minority groups living in the contemporary world, and about 3,000 linguistic groups. However, this is probably a discretionary assessment as it seems that there are no exact figures with respect to the number and size of minority groups. The existing estimates are usually based on different and sometimes not very clear criteria and mostly take into account those groups and numbers which are the result of the individual choice of a person and are not based exclusively on the objective differences. Notwithstanding this, a brief calculation would indicate that in Western Europe 14. 7% of the total population belongs to minority groups, and the same percentage exists in the Central and Eastern European region - 14. 7%, whereas in the countries belonging to the Commonwealth of Independent States this percentage is slightly higher - at 18. 9%. Throughout the history of the European continent minorities have had a significant impact on political stability and security. Currently, most of the situations of internal tension as well as conflicts, whether internal or international, involve inter-ethnic relations. Thus the international community at large and - for the European minorities more importantly - the European institutions have placed minority issues high on their 'agenda.

Migrants and minorities are always at risk of being caught in essentialized cultural definitions and being denied the right to express their cultural preferences because they are perceived as threats to social cohesion. Migrants and minorities respond to these difficulties in multiple ways — as active agents in the pedagogical, political, social, and scientific processes that position them in this or that cultural sphere. On the one hand, they reject ascribed cultural attributes while striving towards integration in a variety of social spheres, e.g. school and workplace, in order to achieve social mobility. On the other hand, they articulate demands for cultural self-determination. This discursive duality is met with suspicion by the majority culture. For societies with high levels of migration or with substantial minority cultures, questions related to the meaning of cultural heterogeneity and the social and cultural limits of learning and communication (e.g. migration education or critical multiculturalism) are very important. It is precisely here where the chances for new beginnings and new trials become of great importance for educational theorizing, which urgently needs to find answers to current questions about individual freedom, community/cultural affiliations, and social and democratic cohesion. Answers to these questions must account for both ‘political’ and ‘learning’ perspectives at the macro, mezzo, and micro contextual levels. The oppression of minorities has been a theme in the history of Europe. It has been a cause of dispute over territory, often resulting in war. With nation states demanding undivided loyalty of its citizens, there has been discrimination and racism, which has often led to persecution, at its most extreme in the Nazi crusade against the Jews. This is a history of European minority communities. It deals with the dispersed minorities, the Jews and the gypsies, as well as the muslims of the Balkans and the diaspora of Germans in eastern Europe from the Middle Ages to 1945. Almost all countries have disadvantaged ethnic and linguistic minorities; whether minorities without their own states, such as the Breton, Scots, Vlachs and Kurds; or those such as the Russians in Estonia or the Greeks in Turkey, who form linguistic groups different from the native majorities. During wars the existence of alien communities often led to persecution, in turn bringing huge refugee migrations. The result has been the resettlement of European populations. Since World War II the demand for cheap labour has led to an influx of immigrants from outside Europe. This followed a wave in which workers from the poor Mediterranean countries travelled north to industrial heartlands. Although all EEC countries now operate strict controls on immigrants, there is pressure from the east, following the fall of Communism, and from the Third World, where birth rates outstrip that of Europe. The existence of this pressure is a determinant of Europe's history in the 21st century.
