Il a magnifié le projet de modernisation autoritaire de Bourguiba. Après avoir connu une relative éclipse durant les vingt-cinq années de dictature de Ben Ali, il fait de nouveau florès depuis le soulèvement populaire de 2011. Il a désormais pour principal référent, non plus le développement, mais la démocratisation. Aujourd’hui comme hier, l’exception tunisienne n’est qu’un mythe. Exception en quoi et par rapport à quoi ? La question, lorsqu’elle est posée, s’en tient à des ensembles improbables : le monde arabe ou les « printemps arabes ». Biaisée, elle contient déjà la réponse, à vrai dire une lapalissade qui découvre un pays arabe pas comme les autres. Le truisme présuppose que ces « autres » constituent une totalité et permettent de discerner une règle générale à laquelle la Tunisie dérogerait. Ce qui précisément ne va pas de soi. Le mythe procède d’abus ou de commodités de langage, qui figent, voire essentialisent, des particularités. Il entretient une méprise sur la spécificité. En tant que telle, la spécificité n’est pas synonyme d’exception, sauf à considérer que tous les cas sont exceptionnels en raison de leur spécificité ou à méconnaître qu’ils sont tous spécifiques. Prendre la Tunisie au sérieux suppose de la démythifier et corrélativement de dissiper les malentendus sur l’espace arabe. Celui-ci ne préjuge pas d’un rapport au politique qui serait typiquement arabe. L’idée d’une espèce politique arabe relève de la chimère, voire de la contrefaçon. La Tunisie constitue certes un cas d’espèce, mais d’une espèce d’enjeux et de problèmes irréductibles à une fantasmatique arabité politique. Il s’agit, en l’occurrence, de l’institutionnalisation, condition nécessaire mais non suffisante de la démocratisation. Ces questions ont inspiré nombre de travaux de Michel Camau. Il réunit ici, en un ouvrage, sept articles, dont deux inédits, rédigés entre 2003 et 2017. Ils constituent autant de jalons thématiques d’une démarche de démythification de l’exception tunisienne. L’auteur table sur leur cohérence intrinsèque, en dépit des changements de contexte, de la diversité des objets et des évolutions de sa propre réflexion. Le dessein de les regrouper relève d’une nouvelle étape de pensée.

This book investigates how the externalisation of EU migration policies is implemented in Tunisia after the fall of the Ben Ali regime in 2011 through the involvement of civil society organisations. The ‘democratic transition’ initiated by the Tunisian Revolution led to the emergence of a ‘vibrant civil society’ as a new actor in the implementation of migration policies. In a country where migration issues are highly politicised and have strongly entered the public space, civil society is now included in the EU-Tunisia negotiation process and is assigned the role of an intermediary for the implementation of controversial European policies related to sedentarisation of the Tunisian population and to the construction of Tunisia as a ‘country of destination’.
