'Joined- up government' is a key theme of modern government. The Labour government, first elected in 1997, decided that intractable problems such as social exclusion, drug addiction and crime could not be resolved by any single department of government. Instead, such problems had to be made the object of a concerted attack using all the arms of government - central and local government and public agencies, as well as the private and voluntary sectors. This book seeks to analyse 'joined-up government', to consider its history, and to evaluate its consequences for British institutions such as the Cabinet, the civil service and local authorities. Is joined-up government a new idea, or merely a new label for a very old idea? What lessons can be learnt from previous attempts at joined-up government? How does it affect our traditional constitutional conceptions relating to Cabinet government, a politically neutral and non-partisan civil service, and an independent system of local government? Will it lead to the concentration of power in 10 Downing Street or is it compatible with a political system based on checks and balances? Drawing together papers given at a conference held at the British Academy, Joined-Up Government provides a broad overview of one of the most significant aspects in modern government. Its contributors include not only distinguished academics, but also those who have themselves been engaged as practitioners in developing joined-up programmes. This book will be indispensable to all those who seek to understand how new developments in government are affecting our lives.

Supply Side Sustainability written by Timothy F. H. Allen and has been published by Columbia University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003-02-19 with Science categories.

While environmentalists insist that lower rates of consumption of natural resources are essential for a sustainable future, many economists dismiss the notion that resource limits act to constrain modern, creative societies. The conflict between these views tinges political debate at all levels and hinders our ability to plan for the future. Supply-Side Sustainability offers a fresh approach to this dilemma by integrating ecological and social science approaches in an interdisciplinary treatment of sustainability. Written by two ecologists and an anthropologist, this book discusses organisms, landscapes, populations, communities, biomes, the biosphere, ecosystems and energy flows, as well as patterns of sustainability and collapse in human societies, from hunter-gatherer groups to empires to today's industrial world. These diverse topics are integrated within a new framework that translates the authors' advances in hierarchy and complexity theory into a form useful to professionals in science, government, and business. The result is a much-needed blueprint for a cost-effective management regime, one that makes problem-solving efforts themselves sustainable over time. The authors demonstrate that long-term, cost-effective resource management can be achieved by managing the contexts of productive systems, rather than by managing the commodities that natural systems produce.

Economic growth and the creation of wealth have cut global poverty rates, yet vulnerability, inequality, exclusion and violence have escalated within and across societies throughout the world. Unsustainable patterns of economic production and consumption promote global warming, environmental degradation and an upsurge in natural disasters. Moreover, while we have strengthened international human rights frameworks over the past several decades, implementing and protecting these norms remains a challenge. These changes signal the emergence of a new global context for learning that has vital implications for education. Rethinking the purpose of education and the organization of learning has never been more urgent. This book is inspired by a humanistic vision of education and development, based on respect for life and human dignity, equal rights, social justice, cultural diversity, international solidarity and shared responsibility for a sustainable future. It proposes that we consider education and knowledge as global common goods, in order to reconcile the purpose and organization of education as a collective societal endeavour in a complex world.

Government Governance And Welfare Reform written by Alberto Brugnoli and has been published by Edward Elgar Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012 with Political Science categories.

'Alberto Brugnoli and Alessandro Colombo have put together an important collection of essays on government and governance in Italy and Britain. This richly documented comparative study proposes to answer two key questions: how does the change from government to governance emerge, and what enables this transformation to survive and even to displace State-centric solutions to public policy issues? The book will be a milestone in highlighting the distinctive and original role of the principle of subsidiarity, in examining and assessing governance regimes, their philosophy and their organizational choices and in linking subsidiarity with the prospects of freedom, responsibility and self-governing societies in the modern world. I know of no other book that brings the principle of subsidiarity to the frontier of the most current research in social science.' – Filippo Sabetti, McGill University, Canada This unique and original book focuses on institutional changes, welfare reforms and transformations in both Britain and Italy over the last three decades. The book illustrates that although it was a widely held belief in both countries that the arena of social and economic governance would shift to the national level, to the surprise of many, a different trend has emerged. In otherwise very different national experiences, both Britain and Italy have seen the sub-national level of governance become crucial in redefining public services, and in designing, delivering, and monitoring key services. The expert contributors use a distinctive and original principle – subsidiarity – as a lens through which to examine and assess these governance regimes, their philosophies, and their organizational choices. Academics, researchers and students of social policy, public policy, public administration and regional studies will find this book to be a highly fascinating read. It will also provide a wealth of information for policymakers and think tanks.

A Failure Of Capitalism written by Richard A. Posner and has been published by Harvard University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-05-31 with Business & Economics categories.

The financial and economic crisis that began in 2008 is the most alarming of our lifetime because of the warp-speed at which it is occurring. How could it have happened, especially after all that we've learned from the Great Depression? Why wasn't it anticipated so that remedial steps could be taken to avoid or mitigate it? What can be done to reverse a slide into a full-blown depression? Why have the responses to date of the government and the economics profession been so lackluster? Richard Posner presents a concise and non-technical examination of this mother of all financial disasters and of the, as yet, stumbling efforts to cope with it. No previous acquaintance on the part of the reader with macroeconomics or the theory of finance is presupposed. This is a book for intelligent generalists that will interest specialists as well. Among the facts and causes Posner identifies are: excess savings flowing in from Asia and the reckless lowering of interest rates by the Federal Reserve Board; the relation between executive compensation, short-term profit goals, and risky lending; the housing bubble fuelled by low interest rates, aggressive mortgage marketing, and loose regulations; the low savings rate of American people; and the highly leveraged balance sheets of large financial institutions. Posner analyzes the two basic remedial approaches to the crisis, which correspond to the two theories of the cause of the Great Depression: the monetarist--that the Federal Reserve Board allowed the money supply to shrink, thus failing to prevent a disastrous deflation--and the Keynesian--that the depression was the product of a credit binge in the 1920's, a stock-market crash, and the ensuing downward spiral in economic activity. Posner concludes that the pendulum swung too far and that our financial markets need to be more heavily regulated. Read Richard Posner's blog, and his latest article in The Atlantic.
