L’Europa a due velocità è un espediente utilizzato dall’asse franco-tedesco, custode dell’ortodossia neoliberale, per sottomettere i Paesi meridionali penalizzati dalla moneta unica, e i Paesi orientali ancora in possesso della sovranità monetaria. Nell’anno in cui ha compiuto sessant’anni, L’Europa viene diffusamente avvertita come un catalizzatore di povertà, disoccupazione e razzismo, tanto che la sua sopravvivenza non è più un dato scontato. In questo clima ha preso corpo il dibattito sull’Europa a due velocità, formula ambigua perché induce a ritenere che Bruxelles intenda mostrarsi paziente e comprensiva nei confronti di chi resiste al consolidamento dell’Unione economica e monetaria. Non è così: si concede ai Paesi riluttanti una tabella di marcia differenziata, ma si sottrae loro la possibilità di metterne in discussione la direzione. Accade ora, mentre si tenta di porre rimedio alla crisi aperta dalla Brexit, ma lo stesso è accaduto in tutte le crisi precedenti, in particolare quelle legate al varo della moneta unica, all’allargamento a Est, e al fallimento del progetto di costituzione europea. L’Europa a due velocità non è dunque una formula nuova, esattamente come gli effetti che produce l’integrazione differenziata: la riduzione della sovranità popolare a mero feticcio, la sterilizzazione del conflitto sociale, e in ultima analisi la spoliticizzazione del mercato. Alessandro Somma, già ricercatore dell’Istituto Max Planck per la storia del diritto europeo di Francoforte sul Meno, è professore ordinario di diritto comparato all’Università di Ferrara. È giornalista, saggista e collaboratore di «Micromega» e di testate locali del Gruppo Espresso. Tra le ultime pubblicazioni: La dittatura dello spread.
