Nella complessa evoluzione del sistema politico internazionale, due chiavi di lettura: “sicurezza” ed “equilibrio”, mostrano tuttora la loro attualità e interdipendenza. Lo storico Guido Gigli, nell’inquadrare l’opera del Congresso di Vienna del 1814-15 nella storia generale dell’Europa, scrive: «Il senso della nuova storia… è quello che si è espresso e consolidato nel sistema dell’equilibrio del Continente. L’equilibrio (valore politico) sottende l’esigenza del rispetto per la libertà umana (valore etico), di cui l’equilibrio stesso è la forma più adatta che l’Europa fino ad oggi abbia escogitato per risolvere il problema della propria vita internazionale. La storia antica ignorò il sistema dell’equilibrio nei rapporti interstatali, perché non conobbe che difettivamente il valore della libertà umana… misconoscendo nell’ordine internazionale i diritti di tutti gli altri popoli. Si spiega così come la politica estera dell’antichità consistesse nella sopraffazione dell’avversario, considerandosi meritorio annientarlo in nome dell’ideale del Weltreich… Il sistema dell’equilibrio… estese man mano il suo campo di applicazione all’intera Europa, dominandola fino ad oggi, senza possibilità di prossimo superamento. Questo regime dell’equilibrio internazionale, pur con le tragiche prove causate dalla sua inevitabile instabilità, è quello che ha favorito la fioritura spirituale dell’Europa moderna, la sua capacità produttiva, la sua forza d’espansione nel mondo».

This book analyses the relationship between Fascist Italy and the League of Nations in the interwar years. By uncovering the traces of those Italians working in the organization, this volume investigates Fascist Italy’s membership of the League, and explores the dynamics between nationalism and internationalism in Geneva. The relationship between Fascist Italy and the League of Nations was contradictory, shifting from active collaboration to open disagreement. Previous literature has not reflected this oscillation in policy, focusing disproportionally on the problems Italy caused for the League, such as the Ethiopian crisis. Yet Fascist Italy remained in the League for more than fifteen years, and was the third largest power within the institution. How did a Fascist dictatorship fit into an organization espousing principles of liberal internationalism? By using archival sources from four countries, Elisabetta Tollardo shows that Fascist Italy was much more concerned with, and involved in, the League than currently believed.

This essay regards the early stages of the debate on Disarmament at the end of World War I, when the international community intended to limit countries’ armaments (and expenses) according to a widespread sentiment in public opinion, after a huge moral and physical devastation. In 1918 some draft projects of the League of Nations Covenant were elaborated by the Great Powers and the original texts demonstrate the initial absence of the matter, but as the brainstorming continued, the articles regarding the way to disarm appeared even more pregnant. The question at stake concerned the reduction of armaments to the lowest point consistent with national defence and the fulfilment of international obligations, the abolition of the mandatory conscription, the prohibition to earn private profits from the manufacture of arms, the control of arms trafficking, and the ‘full and frank’ publicity of military programs. In 1919, during the Paris Peace Conference, motivated men worked to create an organization (forerunner of the United Nations) with the aim of avoiding future wars. In the final version of the Covenant some articles to realize Disarmament were present and a specific ‘Commission’ to carry on the related duties was established: the correspondence between the protagonists shows the difficulties in approaching the issue.

Between the late 1880s and the onset of the Second World War, anti-slavery activism experienced a revival in Europe. Anti-slavery organizations in Britain, Italy, France, and Switzerland forged an informal international network to fight the continued existence of slavery and slave trading in Africa. Humanitarian Imperialism explores the scope and outreach of these antislavery groups along with their organisational efforts and campaigning strategies. The account focuses on the interwar years, when slavery in Africa became a focal point of humanitarian and imperial interest, linking Catholic and Protestant philanthropists, missionaries of different faiths, colonial officials, diplomats, and political leaders in Africa and Europe. At the centre of the narrative is the campaign against slavery in Ethiopia, an issue which served as a catalyst for the articulation of international humanitarian standards within the League of Nations in Geneva. By looking at the interplay between British and Italian advocates of abolition, Humanitarian Imperialism shows how in the 1930s anti-slavery campaigning evolved in close association with Fascist imperialism. Thus, during the Italo-Ethiopian war of 1935, the anti-slavery argument became a propaganda tool to placate public opinion in Britain and elsewhere. Because of its global echoes, however, the conflict also generated worldwide protest that undermined the beliefs and certainties of anti-slavery campaigners, resulting in a crisis of humanitarian imperialism. By following the story of anti-slavery activism into the post-1945 period, this volume illuminates the continuities and discontinuities in the international history of humanitarian organizations as well as the history of imperial humanitarianism.
