Depuis la mise en place d’une Politique de sécurité et de défense commune, au début des années 2000, l’Union européenne est devenue un acteur important du maintien de la paix dans le monde, s’aventurant ainsi dans un domaine longtemps resté la chasse gardée des États-nations de l’Europe. Le système décisionnel de cette politique reste très contrôlé et laisse peu de place à ce que les chercheurs nomment l’européanisation – soit l’influence des institutions et des normes européennes sur les politiques nationales. En revanche, la conduite de ces opérations donne lieu à d’importantes dynamiques de socialisation entre ceux qui coopèrent sur le terrain. Ce livre entend expliquer sans langue de bois ce que sont la politique étrangère et la politique de sécurité de l’Union européenne avec, comme fil conducteur, un cas de gestion de crise – une intervention de maintien de la paix menée au Tchad et en République centrafricaine en 2008-2009 – et le rôle qu’y ont joué les Français et les Irlandais. L’auteur, qui s’appuie en partie sur des entretiens qu’il a conduits avec les protagonistes de cette opération, illustre avec brio le fonctionnement, les défis et les limites de cette politique.

Onze ans après la création de la Politique Etrangère de Sécurité Commune, l'Union européenne a concrétisé son engagement dans le domaine de la gestion de crises en conduisant des opérations dans le cadre de la Politique de Sécurité et de Défense Commune. Les moyens militaires dont elle se dota en 1999 avec la création de la PESD lui permirent de s'affirmer comme un acteur sécuritaire capable de soutenir l'ONU dans ce domaine. Elle connut sa première expérience dans les Balkans en mars 2003, avec l'opération CONCORDIA dans l'ARYM. En juin 2003, elle mit en oeuvre la première opération de ce genre sur le continent africain ( ARTEMIS/RDC ) et conduisit, peu après, d'autres opérations telles que l'opération EUFOR/TCHAD/RCA . L'expérience en Afrique fut un pas significatif pour l'Union européenne, elle lui permit d'expérimenter ses capacités sur un terrain lointain et de prendre en charge, de manière autonome, des opérations de gestion de crises. A la lumière des opérations Artémis et EUFOR, ce livre évalue l'efficacité de l'UE en tant qu'acteur du maintien de la paix et tente d'avancer un certain nombre d'enseignements.

This paper is a case study of the British military intervention into Sierra Leone in 2000. The successful British intervention led to defeat of the Revolutionary United Front (RUF), final peace accords, and brought order to a failed state. The paper will explore the following points: what was the British foreign policy and what impact did it have in the decision to intervene; what was the British counterinsurgency (COIN) doctrine and was it useful for the forces in Sierra Leone; did the British forces use their own doctrine or was the situation in Sierra Leone unique; why was the intervention successful and what lessons can be drawn? Beyond the scope of this paper is a comparison of United Kingdom (UK) COIN doctrine and current United States (US) COIN doctrine. The focus will be to analyze the UK’s actions against their doctrine, not the doctrine of the US. There is one major assumption for this case study. The paper categorizes the intervention into Sierra Leone as successful. The justification for the assumption is current day Sierra Leone. Instead of a war torn failed state, Sierra Leone has lasting peace, completed disarmament of insurgent forces, ended the large scale human rights abuse, and democratic elections, not coups, determining the leadership of the country.
