Since the 1950s, Japan-Europe relations have been characterised by a mutual coldness in terms of diplomatic dialogue, punctuated by a number of trade disputes. This book analyses the development of the political and diplomatic relationship between Japan and Europe, and shows that – especially during the Cold War years – whilst they share a wide range of political values and goals, the quality of diplomatic relations has often been sacrificed to both overcome trade issues and as a result of systemic factors. Focusing on the institutionalization of relations between Japan and the EU, this book examines both the historical-diplomatic dimension and political-strategic discourse. It traces the historical development of the relationship from the post-war years, to the signing of the Japan-EU action plan in 2001, which marked a key turning point in the relationship. It goes on to examine the achievements and criticisms of ASEM, the Asia-Europe Meeting, which whilst meeting successfully for the past sixteen years, has also been condemned as little more than a talking shop. Crucially, Oliviero Frattolillo’s analysis clearly demonstrates how the interaction between Japan and the EU has been constructed on the basis of their perceptions of each other, thus underlining the inherent impact of different political identities, cultures and values on international relations. Providing a keen insight into Japan-EU relations, this book will appeal to students and scholars of Japanese and European history and politics, as well as those interested in the history of international relations and security studies.

In particolare, dal 2010, l’Unione Europea ha dovuto investire una parte significativa delle proprie energie e risorse per affrontare la crisi del debito sovrano che ha investito alcuni paesi membri e minato la stessa stabilità della zona euro. La risposta alla crisi economica e finanziaria ha così distratto l’Unione dalle priorità di politica estera, proprio nel momento in cui la recente entrata in vigore del Trattato di Lisbona dotava finalmente l’Unione Europea di strumenti potenzialmente più adeguati per far fronte alle impegnative sfide del sistema internazionale, e in particolare delle aree limitrofe. Con questo volume L’Unione Europea: sicurezza, azione esterna, diplomazia, che nasce da un progetto di ricerca realizzato e finanziato dall’Istituto di Studi Politici “S. Il potere non è una cosa positiva o negativa in sé. È come le calorie in una dieta: non sempre è desiderabile averne di più. Lo smart power è la combinazione dell'hard power della coercizione con il soft power della persuasione e dell'attrazione: il dittatore nordcoreano Kim Jong-Il guardava i film hollywoodiani, ma questo non ha avuto effetti di rilievo sul programma nucleare della Corea del Nord. E il soft power dell'attrazione non è riuscito certo a dissuadere il governo talebano dal sostenere al-Qaeda negli anni Novanta. È stato necessario impiegare l'hard power militare nel 2001 per porre fine a quella situazione, anche se il modo migliore di promuovere la democrazia e i diritti umani non è certo imbracciando il fucile. Nessuno ha ancora detto l'ultima parola sul controverso concetto di potere, ma dal momento che non possiamo evitare di parlarne è necessario pensare a una prospettiva più ampia nelle visioni strategiche, che tenga conto di profonde trasformazioni in atto. Come il fatto che il contesto globale sia investito dalla nuova rivoluzione informatica, che sta cambiando la natura stessa del potere favorendone la diffusione. Gli Stati resteranno sempre gli attori dominanti sulla scena mondiale, ma troveranno questo ciberspazio sempre più affollato e difficile da controllare. Anche questo è smart power.
