L'immense Soudan se caractérise par sa grande diversité géographique, ethnique et culturelle. Il fait partie de la Ligue arabe et se considère comme un pays arabo-musulman. Pourtant, les populations habitant le Sud sont majoritairement négro-africaines. Depuis leur indépendance acquise en 1956, les Soudanais ont bien du mal à trouver une forme d'unité nationale, le statut du Sud constituant un obstacle majeur. Une mutinerie en 1955 mène inévitablement à un conflit entre un mouvement rebelle au Sud et le pouvoir central. Le conflit prend ses racines, avant même ce soulèvement, dans les exactions commises à l'encontre des populations du Sud à l'époque de l'occupation égyptienne par les armées de Méhémet Ali mais aussi par les trafiquants d'esclaves. La politique coloniale britannique, d'administration séparée entre le Nord et le Sud, n'a pas permis de rapprocher les deux régions. L'indépendance a mis en évidence le fossé qui les sépare. Après 1956, les politiciens ont aggravé la situation en décidant de mettre en place une politique d'arabisation forcée. La trêve signée en 1972 inaugure pour le Sud une ère nouvelle d'autonomie. En réalité, elle est théorique et précaire, le Sud restant sous l'étroit contrôle du Nord. La guerre reprend en 1983 et est menée par l'Armée pour la libération du Soudan qui, dans sa vision d'un nouveau Soudan, demande une refonte complète des relations entre le pouvoir central et les régions délaissées.
