Il lavoro si pone l'obiettivo di contribuire a mettere a fuoco “lo sguardo dello Stato” sull'organizzazione territoriale delle aree metropolitane italiane, sostenendo la tesi che una delle ragioni della loro mancata istituzionalizzazione è l'inadeguata concettualizzazione del territorio che si continua a utilizzare come base della produzione normativa nazionale. In particolare, non sono tematizzate, nelle loro implicazioni per il progetto istituzionale, le profonde differenze nel grado di interdipendenza territoriale che caratterizzano le aree metropolitane italiane. The paper puts forward, and tries to corroborate, the hypothesis that a crucial reason for the failed institutionalisation of Italian metropolitan areas over the past two decades has been the mistaken conceptual system used in the public and scientific discourse to interpret Italy's territorial organisation. By focusing on the 'cores' of Italian metropolitan areas - and interpreting them as 'cities de facto' - the paper aims at bringing into focus the Italian state's interpretation of the present territorial organisation, and at highlighting the implications for the institutionalisation strategy of metropolitan areas.
