La historia rural del país en este siglo es la de los enfrentamientos surgidos del choque entre ese impulso de gran densidad histórica y el de la agricultura comercial privada. Durante el gobierno de Lázaro Cárdenas se repartieron más de 20 millones de hectáreas, casi el doble de lo repartido en los veinte años anteriores. La producción agrícola aumentó a razón del 5% al año y los ejidos campesinos, que para 1940 ocupaban ya la mitad de la superficie bajo cultivo, atravesaron una etapa de innovación e inusitado vigor. Después de la segunda guerra mundial se llevó a cabo una transformación agrícola, concentrada en unas cuantas áreas. La agricultura comercial privada obtuvo con ella una clara hegemonía y se insertó fluidamente en el proceso global de internacionalización del capital, mientras que la economía campesina languidecía. Al cabo de unos años, en la décima parte de los predios agropecuarios se concentró más de la mitad del valor de la producción y alrededor del 70% de los recursos productivos. La población rural llegó a representar poco más de la tercera parte de la población total y se definió como el sector más pobre de la sociedad mexicana. Desde 1965 la crisis rural inherente a esa evolución empezó a hacerse evidente. En la década de los setenta fue preciso importar 25 millones de toneladas de cereales. Para el abasto de 1980 se requirió adquirir en el exterior la cuarta parte de los consumos básicos de la población, la mitad de la cual está enfrentando, a pesar de ello, serios problemas de desnutrición. A medida que la crisis se profundiza, se ha observado un aumento constante de las movilizaciones campesinas y de los enfrentamientos entre grupos antagónicos que se disputan el control de los recursos productivos. No pasa día sin que tales enfrentamientos cobren alguna víctima. Este libro da cuenta de las raíces, el contenido y el posible destino de esta historia de constante violencia. Gustavo Esteva, profesor universitario especializado en problemas rurales, es autor de El Estado y la comunicación, Economía y enajenación y, en colaboración con David Barkin, de Inflación y democracia. What happens to a revolutionary town after the revolution? This apparently simple question frames Spent Cartridges of Revolution, an anthropological history of Namiquipa, Chihuahua, Mexico. Officially, the revolution of 1910-20 restored control over land and local politics to the peasantry. But Namiquipan peasants, who fought alongside Pancho Villa, have seen little progress and consider themselves mere "spent cartridges" of a struggle that benefited other classes. Daniel Nugent's approach combines an emphasis on peasants' own perceptions of Mexican society after the revolution with an analysis of the organization and formation of state power.
