Depuis les indépendances, le continent africain est confronté à l’épineuse question de la sécurité qui a inexorablement ralenti la marche titubante de ses jeunes Etats vers le développement. Entre coups d’Etat, terrorisme, criminalité organisée, des menaces multiformes aux impacts durables assaillent le continent noir. Ce dernier est pourtant sommé de hâter le pas pour rattraper le train d’un monde en plein essor. L’actualité brûlante marquée par les coups d’État au Mali, au Burkina Faso, en Guinée, au Niger et récemment au Gabon, remet au goût du jour l’urgence d’une solution à la hauteur du problème. En réponse, au niveau sous-régional, la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO), s’est dotée d’un système de sécurité intégré pour ses quinze pays membres. Toutefois, sous l’effet du rouleau compresseur de la complexification des défis sécuritaires, ce dispositif, malgré son importance, peine encore à produire les résultats escomptés. Derrière ce panorama qui peut laisser un goût amer, ce livre constitue une invitation à évaluer l’efficacité des stratégies sécuritaires de la CEDEAO, en s’interrogeant sur la valeur intrinsèque de l’architecture de paix et de sécurité de l’organisation sous-régionale.

La CEDEAO est une organisation communautaire sous-régionale de l'Afrique de l'Ouest créée en 1975 dans un but purement économique. Lors de sa création, elle a observé le principe de la non-ingérence dans les affaires intérieures des États. Cependant, en 1993, lors de la révision de son traité, elle opère un changement radical de doctrine. Although labor is usually the unique asset upon which poor people can make a living, little is known about the functioning of labor markets in Sub-Saharan Africa. The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Part IV addresses some key coping mechanisms and private responses, with a focus on migration and child labor. The book concludes with recommendations for future research.

'Governance' has become a key word in the lexicon of international relations over the last twenty years. It is used, loosely, and invariably in a liberal idiom, by scholars, activists, civil society organizations, politicians and the voluntary sector. In many respects it has attained the status of a fetish, yet 'governance' remains a notion that has multiple definitions, a concept in-the-making. Notwithstanding the imprecision with which the term is employed, it has become an inescapable paradigm for the politics of development. The contributors to this book, drawn from among some of the world's best area studies specialists, from North and South, offer a diverse global critique of 'governance' as deployed in several key areas: institutions and state actors; the rule of law, democracy and human rights; decentralization and state power; development and, last but not least, international cooperation and the role of the World Bank, the IMF and NGOs.
