The dominant model of democratic politics emphasizes reason at the expense of the passions. Passions have been treated as dangerous, the opposite of reason and the enemy of virtue. Paul Ginsborg and Sergio Labate challenge this model and put forward a very different view, developing an account of modern democratic politics in which both passions and reason play a crucial role. To do justice to the role of passions in politics, we must pay close attention to the way in which they circulate among us; then we must develop a suitable language to describe them – an ‘alphabet of the passions’ that enables us to understand how they combine with one another and connect with certain states of mind in order to shape political outcomes. Adopting this approach enables the authors to shed new light on one of the major phenomena of our time – the triumph of neoliberalism on a world scale. Neoliberalism has worked so well because it has incorporated its own romantic and individualist version of the passions into its worldview, seducing both individuals and families with the allure of consumption. By developing a new model of democratic politics based on the interplay of passions and reason, Ginsborg and Labate provide a much needed framework for understanding the crucial role that passions play in the unfolding of political life. At a time when populist leaders are on the ascendancy and political processes are shaped as much by anger, resentment and fear as they are by reason and argument, this refocusing of political analysis on the role of the passions could not be more timely.

A new Council of Europe reference framework of competences for democratic culture! Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. These challenges threaten the legitimacy of democratic institutions and peaceful co-existence within Europe. Formal education is a vital tool that can be used to tackle these challenges. Appropriate educational input and practices can boost democratic engagement, reduce intolerance and prejudice, and decrease support for violent extremism. However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. This book presents a new conceptual model of the competences which citizens require to participate in democratic culture and live peacefully together with others in culturally diverse societies. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens. The book forms the first component of a new Council of Europe reference framework of competences for democratic culture. Il libro muove da una domanda che si impone con urgenza alle democrazie costituzionali: che rilievo giuridico attribuire alla diversità? La ricerca si confronta con questo tema concentrandosi su una precisa diversità, su una precisa rivendicazione: la richiesta di trattamento differenziato, su base culturale, che viene avanzata in giudizio da un individuo appartenente a un gruppo minoritario. Dopo aver delineato le coordinate teorico-concettuali del governo della differenza, l’analisi si concentra sul dato fenomenico, comparando le esperienze di Italia e Regno Unito, con l’obiettivo di individuare e comprendere i percorsi argomentativi degli organi giurisdizionali italiani e inglesi chiamati a pronunciarsi su quelle istanze. Nonostante le differenze di contesto normativo, politico e sociale, nonché di sistema e tradizione giuridica, l’indagine rivela come i giudici italiani e inglesi rispondano alla diversità rivendicata nelle aule giudiziarie con il medesimo approccio: evitando di affrontare la complessità che involge la diversità culturale manifestata all’interno del processo. In assenza di indicazioni provenienti dal piano legislativo, i giudici, privi della formazione necessaria e, tuttavia, obbligati a pronunciarsi sulle istanze loro presentate, si trovano disorientati e soli di fronte ai delicati, inediti, difficili dilemmi sollevati da questi casi. Diventa quindi necessario, e non più eludibile, elaborare e promuovere meccanismi che consentano di costruire una giurisdizione che tenga conto della dimensione culturale, capace di combinare in termini costituzionalmente orientati la garanzia dell’eguaglianza e della diversità con la tutela dei diritti dei più vulnerabili.
