Los cuarenta años de autonomía de Canarias han venido a suceder en el tiempo, y sin apenas solución de continuidad, a la renovación de la norma institucional básica de la Comunidad Autónoma (Ley Orgánica 1/2018, de 5 de noviembre, de reforma del Estatuto de Autonomía de Canarias). Herramienta indispensable para el ejercicio del autogobierno, la aprobación del Estatuto de Autonomía de Canarias en 1982 (Ley Orgánica 10/1982, de 10 de agosto) constituyó la vía para el acceso a la autonomía a través de la constitución misma de la Comunidad Autonomía. Su reciente reforma en 2018 debe servir, cuarenta años después, de impulso y acicate para profundizar sobre la autonomía, por medio del ejercicio responsable de las nuevas atribuciones que ahora se le confían a la Comunidad Autónoma. La renovación del marco normativo estatuario ha sido completa y ha alcanzado incluso a sus cimientos. Se ha incrementado el espacio competencial propio de la Comunidad Autónoma, pero también se ha querido aprovechar la ocasión, por ejemplo, para otorgar mayor protección al régimen económico fiscal especial de Canarias, o para garantizar la suficiencia de los recursos procedentes del Estado que precisa el archipiélago para subvenir a sus necesidades. No exenta de ambición la reforma en los términos expuestos, también en el plano interno se han revisado las relaciones institucionales entre los dos poderes autonómicos en el archipiélago, el legislativo y el ejecutivo, a través de la atribución a ambos de nuevas funciones y responsabilidades. En este contexto, resulta indispensable el conocimiento de lo que han representado estas cuatro décadas de autonomía. El riguroso estudio llevado a término año a año por los profesores Trujillo Fernández y Suay Rincón, proporciona sin la menor duda las claves precisas para el entendimiento del «hecho autonómico» insular y del desarrollo del fenómeno de la autonomía de Canarias.

According to legend the Constantinian Order is the oldest chivalric institution, founded by Emperor Constantine the Great and governed by successive Byzantine Emperors and their descendants. While this chronology was supported by multiple writers even into the twentieth century, it has little historical basis. Nonetheless, the Angeli, Farnese and Bourbon families which held the Grand Mastership could legitimately claim Byzantine imperial descent, albeit in the female line, and the Order’s cross replicates that seen by Constantine in the vision recorded by both Lactantius and Eusebius, writing very soon after Maximian’s defeat at the battle of the Milvian Bridge. The Order’s emergence in the middle of the sixteenth century, when Christian Europe was under assault from a militant Ottoman empire, gained Papal support almost immediately and by the end of the seventeenth century the Order had mem-bers across the Italian peninsular, in Spain, Bavaria, Austria and Bohemia, Croatia and Poland. Today the majority of the Order’s members are found in Italy and Spain but there are also members in Portugal, France, Belgium, Great Britain and Luxembourg, with smaller groups in the Netherlands, Germany and Sweden as well as an expanding membership in the United States. This work examines the conversion of Constantine and the histories of the Angeli, Farnese and Bourbon Grand Masterships, with extensive reference to hitherto unpub-lished documents in the Vatican archives and in the Farnese and Bourbon archives in Naples. These serve to confirm the close relationship the Order had with the Church and the high regard in which it was held by successive Popes, as well as its autonomy as a subject of canon law independent from any crown or temporal sovereignty. This unique status has enabled its hereditary Grand Masters to maintain this dignity after the absorption of the former Kingdom of the Two Sicilies into a united Italy. The Order’s autonomy, coupled with the Grand Master’s close links to the Spanish Crown, has meant that Spanish and Italian citizens (as well as the citizens of several other states which have accorded the Order recognition) may obtain official permission to wear the Order’s decorations. 2018 is the three hundredth anniversary of the Papal Bull Militantis Ecclesiae which confirmed and approved the previous Papal acts concerning the Order and laid out the rights and privileges of the Order, its Grand Masters and members. In the early 20th century Pope Saint Pius X and Benedict XV conferred further privileges on the Order, ap-proving the statutes, while the then future Pope Pius XII had been admitted to the Order in 1913. Today the Order is engaged in works of charity, in conformity with the Church’s teachings, and includes among its members some thirteen Cardinals as well as some thirty members of reign-ing or former reigning families.

This book addresses the topic of the scope and impact of Europeanization on national legislation, as a part of the Europeanization debate which raises normative concerns linked to the “democratic deficit” debate. The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization. All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. It is limited to 10 to 30% of laws (depending on the country), far less than the 80% predicted by Jacques Delors and mentioned daily by medias and public opinion leaders to demonstrate EU domination on member states. Beside that general statement, the various chapters propose a deep insight on EU constraint over national legislation, providing much information on the kind of laws and policies that are Europeanized, the evolution of this process through time, the impact of Europeanization on the balance of powers and the relations between majority and opposition at national level, the strategies developed by national institutions in that context, and many other issues, making the book of interest to academics and policy-makers concerned with Europeanization and national legislation.
