Are public officials morally justified in threatening violence, engaging in deception, or forcing citizens to act for their own good? Can individual officials be held morally accountable for the wrongs that governments commit? Dennis Thompson addresses these questions by developing a conception of political ethics that respects the demands of both morality and politics. He criticizes conventional conceptions for failing to appreciate the difference democracy makes, and for ascribing responsibility only to isolated leaders or to impersonal organizations. His book seeks to recapture the sense that men and women, acting for us and together with us in a democratic process, make the moral choices that govern our public life. Es una alegría inmensa al querer la doctora Daniela Castañeda confiarme escribir las notas introductorias de su trabajo de investigación de licenciatura que la llevaron a optar en el ano inmediatamente anterior al título de abogada en la Facultad de Derecho de la Universidad Externado de Colombia. Esta es una gran oportunidad para el suscrito a fin de poder expresar los sentimientos derivados de la labor cumplida como mentor de este trabajo, que me dan licencia para de manera objetiva, en este momento, poder abordar sin resquicio alguno la importancia del tema aquí tratado, pero ante todo su profundidad y, de manera especial, lo innovador del mismo, como lo podrán observar quienes con atino adquieran la obra. Adicionalmente, trataré de ubicar al lector de una manera más objetiva que cuando lo estuvimos dirigiendo y mucho más en el momento de su defensa ante un jurado riguroso y con conocimientos extensos del derecho público, como lo son los doctores Jorge Iván Rincón C. y Germán Lozano V. Debemos confesar que cuando se nos presentó el tema, con su respectivo índice, fuimos muy incrédulos en que de ahí saliera una verdadera tesis en derecho, pero la persistencia y obsecuencia de parte de la graduanda (que es en definitiva cuando un maestro debe reflexionar, porque no solo se trata de transmitir conocimientos, sino que de la inquietud del alumno se logre aprendizaje para el responsable de la transmisión de dichos conocimientos) fue lo que hizo que este trabajo fuera para la doctora Castañeda un desafío y que, en últimas, permitió que culminara con gran éxito lo que aquí ahora se presenta, a tal punto que el jurado quedó impresionado por el mismo y la forma de abordarlo, estableciendo prima facie que sobre esa materia no había doctrina que enseñar, lo que dio lugar a que se ordenara su publicación. Sin vacilación de ninguna especie debemos admitir en estas preliminares a la obra escrita con bastante claridad por parte de la doctora Daniela Castañeda que se trata de un trabajo de investigación que reviste una especial importancia frente al rol que desempeña el Estado como agente regulador. Esto, en relación con las diferentes fallas del mercado que ocasionan distorsiones entre el juego de la oferta y la demanda, y su enfoque desde la contratación estatal, lo que se constituye de suma trascendencia en el campo del derecho público, toda vez que es en esta área donde se constata el retorno de la carga tributaria que hacen los contribuyentes por medio de la ejecución de políticas públicas.
