La crise de la société rurale est l'un des multiples paradoxes de l'Egypte contemporaine. Si l'agriculture égyptienne est l'une des plus productives et des plus intensives du monde, ses paysans sont parmi les plus pauvres : 50 à 80 % d'entres eux, selon les analyses, sont au-dessous du seuil de pauvreté. En outre, bien que l'Egypte soit devenue l'un des grands exportateurs de produits agricoles, elle demeure l'un des plus grands importateurs de denrées alimentaires. Une dépendance qui s'est traduite en 2008 par une grave crise qui a entraîné des troubles sociaux significatifs. " Accès " est le mot-clef qui résume la crise à laquelle est confrontée la communauté des fellahs, alimentée par l'ensemble des difficultés du pays. Les diagnostics sur l'émiettement ou la fragmentation de la terre agricole dissimulent, en fait, les difficultés d'accès à la terre et l'inégalité dramatiques des structures agraires. De même, alors qu'il est souvent question d'une " crise hydraulique ", il vaut mieux souligner les injustices nées de l'accès à l'eau qui provoquent une crise " hydro-sociale ". L'inégalité de l'accès à la terre agricole tout comme l'inégalité d'accès à l'eau ne sont en fait que les revers d'une même médaille. Ainsi, loin d'être l'expression d'une apathie, voir d'un refus d'agir, la situation du fellah découle d'une incapacité à faire entendre sa voix. Le paysan égyptien, privé des possibilités d'une action politique et d'une participation citoyenne ne peut guère se rendre maître de son destin. Comme le montre Habib Ayeb, aux termes d'une longue enquête, la disparition du fellah semble irréversible. Seule une démarche politique volontariste visant le maintien des paysans sur leur terre, dans le cadre global d'une lutte contre la pauvreté, de développement durable et de justice sociale, pourrait inverser le cours des choses.
