Soaring income inequality and unemployment, expanding populations of the displaced and imprisoned, accelerating destruction of land and water bodies: today’s socioeconomic and environmental dislocations cannot be fully understood in the usual terms of poverty and injustice, according to Saskia Sassen. They are more accurately understood as a type of expulsion—from professional livelihood, from living space, even from the very biosphere that makes life possible. This hard-headed critique updates our understanding of economics for the twenty-first century, exposing a system with devastating consequences even for those who think they are not vulnerable. From finance to mining, the complex types of knowledge and technology we have come to admire are used too often in ways that produce elementary brutalities. These have evolved into predatory formations—assemblages of knowledge, interests, and outcomes that go beyond a firm’s or an individual’s or a government’s project. Sassen draws surprising connections to illuminate the systemic logic of these expulsions. The sophisticated knowledge that created today’s financial “instruments” is paralleled by the engineering expertise that enables exploitation of the environment, and by the legal expertise that allows the world’s have-nations to acquire vast stretches of territory from the have-nots. Expulsions lays bare the extent to which the sheer complexity of the global economy makes it hard to trace lines of responsibility for the displacements, evictions, and eradications it produces—and equally hard for those who benefit from the system to feel responsible for its depredations.

The IMF's work on data dissemination standards consists of two tiers: the General Data Dissemination System (GDDS), which applies to all IMF member countries, and the Special Data Dissemination Standard (SDDS), for those members having or seeking access to international capital markets. The GDDS framework provide governments with guidance on the overall development of the macroeconomic, financial, and sociodemographic data that are essential for policymaking and analysis in an environment that increasingly requires relevant, comprehensive, and accurate statistical data. This Guide explains the nature, objectives, and operation of the GDDS; the data dimensions it covers; and how countries participate. It provides national statistical authorities with a management tool and a framework to foster sound statistical methodology, professional data compilation, and data dissemination. The Guide supersedes the version updated in March 2002 and incorporates the UN Millennium Development Goals (MDGs) as specific elements of the GDDS sociodemographic component, which was articulated with the collaboration of the World Bank.

This paper studies how the composition of fiscal adjustments influences their likelihood of “success”, defined as a long lasting deficit reduction, and their macroeconomic consequences. We find that fiscal adjustments which rely primarily on spending cuts on transfers and the government wage bill have a better chance of being successful and are expansionary. On the contrary fiscal adjustments which rely primarily on tax increases and cuts in public investment tend not to last and are contractionary. We discuss alterative explanations for these findings by studying both a full sample of OECD countries and by focusing on three case studies: Denmark, Ireland and Italy.

For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation. It can in addition help people adapt their skills to overcome the constraints that block their full participation in a changing economic and social environment, contributing to improved human capital development and stimulating greater productive activity. The report also shows how social protection has helped to stabilize aggregate demand in times of crisis and to increase resilience against economic shocks, contributing to accelerate recovery towards more inclusive and sustainable development paths.

In recent decades, the foreign assets and liabilities of advanced economies have grown rapidly relative to GDP, with the increase in gross cross-holdings far exceeding changes in the size of net positions. Moreover, the portfolio equity and FDI categories have grown in importance relative to international debt stocks. This paper describes the broad trends in international financial integration for a sample of industrial countries and seeks to explain the cross-country and time-series variation in the size of international balance sheets. It also examines the behavior of the rates of return on foreign assets and liabilities, relating them to "market" returns.
