This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist the Ministry of Finance of the Republic of Srpska (RS), Bosnia and Herzegovina, in the compilation and dissemination of government finance statistics in accordance with the guidelines of the Government Finance Statistics Manual 2014 (GFSM 2014) and the European System of Accounts (ESA 2010). It was found that the chart of accounts used by the RS is very comprehensive and facilitates the bridging of the national codes to GFSM 2014 and ESA 2010 codes. Some amendments and extensions may be performed to further improve the bridging to GFSM 2014 and ESA 2010.

This paper on Bosnia and Herzegovina presents the report on the government finance statistics technical assistance mission in Bosnia and Herzegovina. Further on developing reconciliation processes, the mission provisionally finalized research to establish reconciliation procedures, without fully eliminating statistical discrepancies. On the compiling of nonbudgetary public sector units, the mission continued the development of compilation processes as started during the May 2018 mission. Considering the differences in outcomes on balance sheet transactions between the ‘old’ and the ‘new’ compilation process, further research is required to test the plausibility of these compilation processes and outcomes. The mission will liaise with IMF’s European Department on an appropriate implementation procedure in coordination with other reporting units in Bosnia and Herzegovina that are also revising fiscal surveillance to the Government Finance Statistics Manual 2014 framework. The mission succeeded in resolving statistical discrepancies—at least from accounting technical point of view.

The IMF Government Finance Statistics contains statistical data on government financial operations for 156 countries. Where reported, the database contains time series from 1972 onwards using the Government Finance Statistics Manual 2014 (GFSM 2014) framework. The statistics, issued quarterly, are updated as new data are received and time series become available. These time series present combined statistics on revenue, expense, transactions in non-financial assets, and financial assets and liabilities, as well as on stocks of assets and liabilities of general government and its subsectors.

As part of a five-year project of the Enhanced Data Dissemination Initiative (EDDI) 2 Government Finance Statistics (GFS) Module on improving GFS and public-sector debt statistics in selected African countries, a mission was conducted in Harare, Zimbabwe during April 15–26, 2019. This mission was a follow up on a 2018 GFS technical assistance (TA) mission under the EDDI 2. The mission’s objective was to review progress made and assisting with outstanding statistical issues that are important for sound policymaking in Zimbabwe. Some of the key outstanding issues raised by the IMF African Department prior to the mission were, the classification of government subsidies to state owned enterprises (SOEs); the identification of extrabudgetary units (EBUs) and classification of their operations; and the correct classification of other government transactions in line with a Government Finance Statistics Manual (GFSM) 2014 framework.

This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist authorities in Rwanda in aligning the compilation and dissemination of government finance statistics (GFS) in accordance with the Government Finance Statistics Manual 2014. It was recommended that the Ministry of Finance (MINECOFIN) should officially assign GFS compilation duties to a specific subset of its staff. The mission believes that it is important for the MINECOFIN to make a “permanent” assignment of GFS compilation and dissemination duties so that the work can evolve systematically. In the mission’s view, the Macroeconomic Policy Unit appears to be well placed to perform this task. However, the unit should be allocated appropriate resources to take on the responsibility.

This technical assistance report (TA) report specifies mission’s efforts to support the Bosnia and Herzegovina authorities, with a specific focus on the Republic of Srpska (RS), in improving government finance statistics (GFS) for decision making. This mission’s focus has been to continue developing reconciliation processes, to develop a compilation process for nonbudgetary public sector units, and to discuss classification questions in context of GFS compilation per the European System of National and Regional Accounts 2010 and the Government Finance Statistics Manual 2014. This mission initiated the development of a standardized compilation procedure for nonbudgetary public sector units, and, more specifically extra-budgetary units. The August 2017 mission mapped out flows between the budget, the health fund, the health institutions, and patients (household), concerning the provision of health care and its funding. This mapping is expected to help serve the classification of functional expenditure of the health fund and the health care providers.

In response to a request for IMF technical assistance (TA) made by the Botswana authorities and in consultation with the IMF’s African Department, a government finance statistics (GFS) TA mission from the IMF’s Statistics Department (STA) visited Gaborone during April 13–26, 2016. The mission is part of the GFS Module of the United Kingdom’s Department for International Development-funded Enhanced Data Dissemination Initiative 2. The main objective of the mission was to continue to assist the Ministry of Finance and Development Planning (MFDP) in the compilation and dissemination of fiscal statistics in accordance with the guidelines of the Government Finance Statistics Manual 2014 and Public Sector Debt Statistics: Guide for Compilers and Users.
