La publicación de La escuadra del Almirante Cervera le costó a Víctor María Concas un consejo de guerra por sus críticas a los políticos españoles. Concas fue el capitán del Infanta María Teresa, buque insignia de la escuadra del almirante Cervera en la Batalla de Santiago de Cuba. Nacido en Barcelona el 12 de noviembre de 1845, tomó parte a lo largo de su dilatada carrera en numerosas acciones. Combatió en el Pacífico, Filipinas y Cuba, durante tres décadas. En los últimos años de su vida escribió estas memorias sobre la destrucción de la escuadra española en Cuba. Hecho que dio inicio a la llamada Crisis del 1898. Así denunció la responsabilidad de la prensa en la insensata agitación bélica y a los políticos que, en su opinión, habían conducido España al desastre para después pretender juzgar el comportamiento de los marinos y achacarles a ellos la responsabilidad. El Infanta María Teresa recibió 29 impactos de la artillería enemiga y sufrió 70 bajas. El balance final de la batalla se elevó a 350 muertos, 160 heridos y 1.600 prisioneros españoles. Tras una relación de bajas, muchos de ellos amigos suyos, Concas escribió: «(...) todos, en fin, habían pagado el horrible tributo a los errores ajenos; y todo para dar una fácil victoria al enemigo y dejarle Cuba, Filipinas y España entera a su inmune disposición; que si tal sacrificio hubiera sido para bien de la patria, aún nos pareciera poco el haber muerto todos por su prosperidad y su grandeza».
