El trámite obligado que se elude es la relación entre los distintos sistemas políticos y sus correlativos sistemas económicos. Ni siquiera cuando se reflexiona sobre esta relación, se toma en consideración su aspecto más relevante, que estriba en la desigual extensión de los términos en relación: en el carácter genuinamente nacional de los sistemas políticos, ceñidos a los confines de cada país, en contraposición con el carácter prevalentemente internacional del capitalismo, organizado sobre áreas geográficas mucho más vastas".
