This book provides an analysis of the process and outcomes of the tax reform, with a focus on progressivity, redistribution, and inequality. Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.

The critical issues concerning the development of a substantial and enduring democracy in Chile are those of strengthening civil society, democratizing the permanent institutions of the state, and building an economy geared to effectively satisfy human needs. In this book, the authors offer a critique of the Chilean transition and of the Aylwin electoral regime, analyzing the linkage between political compromises made prior to the civilians’ assumption of power and the choice of socioeconomic policy in the post-electoral period. They argue that the decisive factor underlying the Chilean transition is the contrast between the legal-political changes and socioeconomic and institutional continuities, a contrast that perpetuates the vast inequalities of wealth and power generated under Pinochet’s sixteen-year-old military dictatorship. They also challenge the myth of the “Chilean miracle ̳the purported success of neoliberal policies in promoting sustained growth and social justice—and therefore in laying the basis for long-term social harmony and enduring political stability.

Industrial policy is tainted with bad reputation among policymakers and academics and is often viewed as the road to perdition for developing economies. Yet the success of the Asian Miracles with industrial policy stands as an uncomfortable story that many ignore or claim it cannot be replicated. Using a theory and empirical evidence, we argue that one can learn more from miracles than failures. We suggest three key principles behind their success: (i) the support of domestic producers in sophisticated industries, beyond the initial comparative advantage; (ii) export orientation; and (iii) the pursuit of fierce competition with strict accountability.

Las XII Jornadas de Estudios de Seguridad del Instituto Universitario General Gutiérrez Mellado (IUGM), celebradas durante los días 22, 23 y 24 de septiembre de 2020, abordaron dos cuestiones de gran interés académico en el ámbito del estudio de la paz y la seguridad internacional. La primera de ellas es la transición hacia un mundo multipolar, que se centró en las implicaciones actuales y de futuro de esta reconfiguración de poder global, incluyendo cuestiones específicas sobre las dinámicas que generan grandes potencias en el sistema internacional, así como su lucha por la hegemonía en regiones estratégicas clave del mundo. Las Jornadas de Estudios de Seguridad del IUGM gozan de una gran acogida por parte del público interesado en el campo de la paz y la seguridad internacional. This present book examines some of the key features of the interplay between legal history, authoritarian rule and political transitions in Brazil and other countries from the end of 20th Century until today. This book casts light on these aspects of the role of law and legal actors/institutions. In the context of transition from authoritarian rule to democratic state, Brazil has produced a significant literature on the challenges and shortcomings of the transition, but little attention has been given to the role of law and legal actors/institutions. Different approaches focus on the legal mechanisms, discourses and practices used by the military regime and by the players involved in the political transition process in Brazil. A comparative perspective that takes into account different political transitions – and their legal consequences – in Europe and Latin America complements the analysis. Part 1 (4 essays) discusses some of the central issues of political transition and legal history in contemporary Brazil, focusing on the time of the transition (and its effects on transitional justice) with different perspectives, from racial and gender issues to constitutional reform and police repression. Part 2 (3 essays) brings the comparative studies on South American experiences. Part 3 (4 essays) analyses different cases of transition to democracy in Chile, Portugal, Spain and Italy. Part 4 (3 essays) proposes a historiographical and methodological approach, considering the politics of time involved in the interplay between political transitions and legal history.

Las relaciones entre Cuba y Estados Unidos han estado determinadas por el embargo a la isla que el gobierno de Washington estableció tras el triunfo de la revolución en 1959. Esa política no ha cambiado, aunque ha sufrido endurecimientos y también flexibilizaciones. Al llegar Barack Obama a la Casa Blanca inició una fase de normalización, coincidiendo con el avance de las reformas aperturistas en la Gran Antilla, iniciadas en la década de 1990, pero hasta hace poco discontinuas. Sin embargo, para ello empleó los recursos de relajación de las medidas que ofrecen las propias leyes del embargo. Es decir, sin modificarlo, lo que ha permitido a su sucesor, Donald Trump, restablecerlas en su versión más dura. Este libro estudia el problema de los vínculos entre los dos países desde comienzos del siglo XX desde la perspectiva de lo económico, que fue razón esencial de los mismos, y muestra cómo la falta de un sentido de estado y de conformidad con la influencia tuvo en la constitución de otro –Estados Unidos ocupó Cuba entre 1898 y 1902, tras su guerra de independencia– implicó dejarlas al juego de intereses particulares que rige el funcionamiento del sistema político norteamericano y que tal defecto los ha dotado de un asimetría que ha prevalecido a los cambios de coyuntura y circunstancias desde entonces, al triunfo de la revolución, al fin de la Guerra Fría.
